当代西方问责研究:理论框架、热点主题及其启示

【摘要】：作为现代民主治理的标志和公共管理的核心概念,问责一直是当代西方学术界关注的焦点。研究者们经过多年的努力,构建出一套问责承诺的理论框架,在这一理论框架下,西方学术界围绕多重责任问题衍生出五大热点研究主题,即问责所处的复杂环境、问责面临的障碍或困境、问责效果的分析和评估、应对问责的行为策略和对问责的理论反思。沿着该理论框架所形成的热点主题,对中国问责研究具有一定的借鉴意义,问责研究不能脱离所处的环境、问责概念使用切忌泛化和空化、处理好问责与绩效的关系、重视对问责效果的分析和评估。
[Abstract]:As the symbol of modern democratic governance and the core concept of public management, accountability has always been the focus of attention in contemporary western academic circles. After years of efforts, researchers have constructed a theoretical framework of accountability commitment. There are five hot research topics in the western academic circles, namely, the complex environment of accountability, the obstacles or dilemmas faced by accountability, and the analysis and evaluation of the effectiveness of accountability. Along with the hot topic formed by the theoretical framework, it has certain reference significance for the research of accountability in China, and the research of accountability can not be separated from the environment. The concept of accountability should not be generalized and cavitated, the relationship between accountability and performance should be handled well, and the analysis and evaluation of the effect of accountability should be emphasized.
