榆次区土地利用规划实施保障措施分析

【摘要】：在土地利用规划中,研究规划的实施保障措施体系是一项不可或缺的工作内容,关系着土地利用规划目标能否实现的关键技术内容,需要依赖保障措施这一重要手段,同时,保障措施也有助于改进和转变土地利用规划管理的工作方式。本文在研究中,主要采用了理论与实证相结合的方法,分析了山西省晋中市榆次区土地利用规划的实施保障措施体系。在理论研究方面,本文首先阐述国内外典型国家或地区的土地利用规划中有关的实施保障措施体系的研究进展,然后对土地利用规划实施过程中保障措施体系构建的理论基础进行了阐述,主要包括人本原理、制度经济学理论、管理效益原理、动态管理原理、系统管理理论和公共管理理论等基础理论的基本内涵及其它们在土地利用规划实施中的应用。实证研究方面,首先分析了榆次区2010年的土地利用现状、土地利用规划编制的土地利用规划到2020年实现的目标；进而探讨了榆次区土地利用规划在实施过程中保障措施体系制定的基本思路、原则、框架及目标,最终构建出榆次区土地利用规划实施保障措施体系。通过研究分析,得出：(1)土地利用规划的实施保障措施研究是一项长期性、战略性的任务,需遵从国家现有的法律法规、政策体系的要求,并考虑地域社会经济发展条件、土地资源利用条件等实际情况因地制宜地进行构建,做到科学性、合理性、可操作性；(2)榆次区土地利用规划的实施措施体系包括法律、行政、经济、技术和社会等方面的措施要求。同时认为,实现土地利用规划目标应综合运用各种措施和手段进行规划实施管理。
[Abstract]:In the process of land use planning, the research on the system of implementing safeguard measures is an indispensable work content, which is related to the key technical content of whether the land use planning objectives can be realized, and needs to rely on the important means of safeguard measures, at the same time, Security measures are also helpful to improve and change the working methods of land use planning and management. This paper analyzes the implementation system of land use planning in Yuci District, Jinzhong City, Shanxi Province. In terms of theoretical research, this paper first describes the research progress of the relevant implementation safeguard measures system in the land use planning of typical countries or regions at home and abroad. Then, the theoretical basis of the construction of the safeguard measure system in the implementation of land use planning is expounded, including the human-oriented principle, the theory of institutional economics, the principle of management benefit, the principle of dynamic management. The basic connotation of the basic theories such as system management theory and public management theory and the application of others in the implementation of land use planning. In the aspect of empirical research, the paper first analyzes the present situation of land use in Yuci District in 2010. The paper discusses the basic ideas, principles, framework and objectives of the system of safeguard measures in the implementation of the land use planning in Yuci District by 2020, and then discusses the basic ideas, principles, framework and objectives of the system of safeguard measures in the implementation of the land use planning in Yuci District. Finally, the system of implementing safeguard measures for land use planning in Yuci district is constructed. Through research and analysis, it is concluded that the study of implementing safeguard measures of land use planning is a long-term and strategic task, which should comply with the existing laws and regulations of the country. The requirements of the policy system, and taking into account the regional social and economic development conditions, land resources use conditions and other practical conditions to be constructed according to local conditions, so as to be scientific, reasonable, The system of implementing measures for land use planning in Yuci District includes legal, administrative, economic, technical and social measures. In order to realize the land use planning goal, all kinds of measures and means should be used synthetically to carry out the planning and implementation management.
