某地安监部门绩效管理研究

【摘要】:绩效管理理论源自西方国家的商业实践,至上世纪70年代末,社会对政府服务需求量不断提高,公共财政日益困难,各国政府公共部门才将绩效管理理论引入到政府行政管理体系,开启了以"新公共管理运动"为导向的政府改革运动。通过对政府绩效管理的实践,各国政府纷纷对企业绩效管理中总结的经验和采用的方法进行借鉴和改良,逐步将市场竞争机制引入到行政管理体系中来,改变政府公共部门传统职能,改善评价部门和员工业绩、成果和工作实际的方法,使其尽可能科学和客观,进而通过评价结果,采取具有针对性的措施对政府服务质量进行改善和提高。在我国,对政府绩效管理理论的探索起步较晚。虽然从2005年至今,中央先后出台了"一个意见,三个办法"等指导性文件,各级政府对于实施政府绩效管理在转变政府职能、提升政府信誉、改善政府形象和改进政府管理方式上所能发挥的作用也越来越重视,但至今仍没有形成一套系统化、法治化、科学化、程序化的制度体系,对于政府绩效管理的探索还停留在表象的层面,没有实质性的突破。尤其在政府基层部门绩效管理方面,无论理论还是实践都存在很大的空白。有鉴于此,本文通过研究和分析国内外学者在政府绩效管理应用等方面的研究成果和相关文献,结合西方发达国家在政府绩效管理实践中总结的经验,对我国某地基层安全生产监督检查部门的绩效管理体系进行了调查和研究。通过实地考察该安监部门辖区情况和对该安监部门三类工作人员的问卷调查,结合作者自身的政府部门工作经验,发现和研究该安监部门在绩效管理体系设计和日常操作方面存在的各类问题,并结合政府绩效管理相关理论,针对发现的问题提出符合该安监部门实际情况且具备可行性的改进意见和对策,并对部分绩效管理环节进行初步设计。通过此次研究,希望在优化政府基层部门绩效管理方面取得一定的理论突破,并在实践中进行检验。
[Abstract]:The theory of performance management originates from the commercial practice in western countries. At the end of 70s, the demand for government services is increasing, and the public finance is becoming more and more difficult. The theory of performance management was introduced into the system of government administration by the public departments of all countries, and the government reform movement, which was guided by the "New Public Management Movement", was initiated, and the practice of the performance management of the government was adopted. The governments of all countries have used the experience and methods of enterprise performance management for reference and improvement, gradually introduced the market competition mechanism into the administrative management system, and changed the traditional functions of the government public sector. Improve the performance, results and practical methods of evaluation departments and employees, make them as scientific and objective as possible, and then, through the evaluation results, take targeted measures to improve and improve the quality of government services. Although since 2005, the central government has successively issued the "one opinion, three measures" and other guiding documents, the governments at all levels are transforming the government's functions in the implementation of government performance management. More and more attention has been paid to enhancing the credibility of the government, improving the image of the government and improving the way of government management. However, up to now, a systematic, legalized, scientific and procedural system has not been formed. The exploration of government performance management is still at the level of appearance, and there is no substantial breakthrough. Especially in the field of performance management of government departments at the grass-roots level, there is a big gap in both theory and practice. Through the research and analysis of domestic and foreign scholars in the application of government performance management and other aspects of research and related literature, combined with the Western developed countries in the practice of government performance management summarized experience, This paper investigates and studies the performance management system of the basic level production safety supervision and inspection department in a certain place of our country. Through the field inspection of the situation of the safety supervision department and the questionnaire survey of the three kinds of staff of the safety supervision department, Combined with the author's own government work experience, this paper finds out and studies the problems existing in the performance management system design and daily operation of the safety supervision department, and combines with the relevant theory of government performance management. In view of the problems found, the paper puts forward some suggestions and countermeasures that are feasible and suitable for the actual situation of the safety supervision department, and makes a preliminary design of some performance management links. The author hopes to make some theoretical breakthrough in optimizing the performance management of government departments at the grass-roots level and test it in practice.
