整体性治理视角下水污染防治部门整合机制研究

【摘要】:整体性治理是21世纪西方国家发起的又一轮公共管理改革实践,整体性治理在行政管理实践中发挥着重大的指导作用。在治理过程中,我们需要关注整合的不同层面,如政策资源、业务流程、组织机构以及文化等。 本文基于整体性治理理论中整合运作的价值追求,通过对案例的描述与评述,从整体性治理的视角分析水污染防治部门四个层面的整合机制。第一,梳理案例中所涉及的相关政策资源,思考政策资源或法律法规层面整合的可能;第二,理顺案例治理流程,提出治理流程再造——相关部门业务流程整合;第三,组织设置方面,分析独立功能主义导向下组织设置存在的职能交叉与重叠,思考是否存在整体性治理的组织协调、整合契机;第四,结合案例设计水污染防治部门的组织形态,绘制出其以动态联合体为特征的伙伴关系组织实现形式;最后是组织文化兼容、信任方面的“软约束”,以及软约束下水污染防治部门的协调运作 全文由引论、理论综述、案例、案例分析和结语五部分构成。 第一章为引论,主要介绍整体性治理理论兴起的背景、本文的研究目的和意义、研究思路和论文设计。 第二章为文献综述。本文的落脚点在整合,因此首先介绍部门整合的理论——大部制的研究概况;然后重点介绍整体性治理理论,包括基本理论内容和现实中整体性治理改革实践两方面的内容;最后分析二者之间的关系,指出整体性治理是与我国大部制改革的理念相吻合的。 第三章为案例介绍,包括选取案例的考量因素,案例后是对案例的简单评述。 第四章为本文重点,以整体性治理为视角分析水污染防治部门不同层面的整合机制。首先是对政策资源层面整合的思考;其次是再造业务流程——业务整合分析;第三是分析水污染防治部门组织设置现状,思考组织整合的方法;第四,组织构架方面,尝试构建水污染防治部门整合的组织形态——网络化的治理组织形态;最后思考文化方面兼容与整合的必要,以及此“软约束”下的伙伴运作。 第五章为简要的研究结语。
[Abstract]:Holistic governance is another round of public management reform practice initiated by western countries in 21th century. Holistic governance plays an important guiding role in the practice of administrative management. In the process of governance, we need to pay attention to the different levels of integration. Such as policy resources, business processes, organization and culture. Based on the value pursuit of integrated operation in holistic governance theory, this paper analyzes the integration mechanism of water pollution control departments in four levels from the perspective of holistic governance by describing and commenting on cases. Combing the relevant policy resources involved in the case, thinking about the possibility of integration of policy resources or laws and regulations; second, straightening out the case governance process, proposing governance process reengineering-business process integration of relevant departments; third, organizational setting, This paper analyzes the overlapping and overlapping functions of organizational setup under the guidance of independent functionalism, considers whether there is organizational coordination and integration opportunity for holistic governance; 4th, designs the organizational form of water pollution prevention and control department in combination with case study. The realization form of partnership organization characterized by dynamic association is drawn. Finally, the compatibility of organizational culture, the "soft constraint" in trust, and the coordinated operation of water pollution control department under soft constraint are presented. The full text consists of five parts: introduction, theoretical review, case study, case analysis and conclusion. The first chapter is the introduction, mainly introduces the background of the rise of holistic governance theory, the purpose and significance of this paper, the research ideas and the design of the paper. The second chapter is literature review. The focus of this paper is on integration, so this paper first introduces the theory of departmental integration-the research overview of large department system, and then focuses on the theory of holistic governance. It includes the basic theoretical content and the practice of holistic governance reform in reality, and finally analyzes the relationship between them, and points out that the holistic governance is consistent with the concept of our country's large-scale system reform. The third chapter is the case introduction, including the consideration of the selected case, the case is followed by a simple review of the case. Chapter 4th is the focus of this paper, from the perspective of holistic management, this paper analyzes the integration mechanism of different levels of water pollution control departments. Firstly, it considers the integration of policy resources, secondly, reengineering business process-business integration analysis. The third is to analyze the present situation of water pollution prevention and control department organization, to think about the method of organization integration, 4th, to try to construct the organization form of water pollution control department integration-network governance organization form; Finally, consider the need for cultural compatibility and integration, as well as this "soft constraint" under the partner operation. Chapter 5th is a brief conclusion.
