基于社区公共安全网络的协同治理机制研究

【摘要】：社区是“缩微的社会”，同时也是直观可见和体验感知生活场景的地方。社区层面的社会生活的良性运转，是社会整体生活健康有序展开的基础性保障条件。社区生活的有效管理和合理导引，一端关联着人的生活品质，另一端则关联着社会的稳定和谐。新形势下的社区公共安全，是一个大范畴的概念。它不仅包括传统意义上的治安，即社区刑事案件的预防、社区不良青少年和吸毒人员的教育、社区外来人口的管理，以及社区消防安全事务，还包括新形势下的一些安全问题，主要是市容环卫和环境保护方面的安全、公共卫生安全，以及发生紧急事件和危机时的社会各方面的安全。当前社会，社区公共安全问题日益严重，城市事故和灾难的发生频率越来越高，，所带来的经济损失和社会后果也越来越惊人。因此，积极开展社区公共安全管理研究，对于促进城市公共管理理论和社区发展理论的研究走向深入，对于改善和优化城市治理结构，提升城市的安全保障水平有着重要的意义。在政府占主导地位的多元合作机制仍普遍存在的背景下，激发多元供给主体的积极性，共同合作，实现网络化协作供给是一种有益的尝试。这种网络协同供给机制将有益于如教育、扶贫、妇女儿童保护、环保、下岗工人就职培训，社会救济，防灾防疫等领域内公共服务的有效供给。在特定的适用范围内发挥多元主体更大的合作价值，有利于提高公共服务供给满意度。与此同时，也应关注其构建过程中面临的各种挑战，发展出更加合理的实践形式。本文的研究，将以如何改善政府部门与企业、非营利部门的互动机制，优化网络社会的安全治理作为主要研究目标。本文先梳理和分析了社区、公共安全和公共安全管理等概念的主要内涵，进而阐述了本文写作需要运用的基础理论，即网络治理理论和协同理论，并构建“网络协同治理模式”，使社区资源的流通及互动成为可能。然后，理论联系实际，具体考察了南京玄武区社区公共安全管理的现状，着重分析玄武区的社区公共安全网络行政协同治理机制的推进情况，并分析社区公共安全网络行政协同治理机制的不足和难点，进而提出我国社区公共安全网络行政协同治理机制的完善之道。本文的主要观点是：社区公共安全网络的协同治理机制，应该更注重于社区安全网络的社会互动与网络涵盖是否符合公共利益，以及相关利益群体的动员情形与群体参与是否足以影响或改变行动方案。此外，把安全网络视为一种治理途径，需要同步关注成功及失败的因素，发起与支持互动过程，必须把几个重要的因素考虑进来，包括网络成员之间的互赖性、关系形态、以及互动的规则。除了影响网络成员的互动以外，为了促进网络成员间的合作，网络往里必须考虑到网络结构与文化。社会安全的概念仍处于转变演化过程中，需要一个全面的概念架构作为引导各项政策设计与体制改革参考。本研究并不企图提出全面性的概念架构，但致力于在“持续保持社会的安全”这一主旨下，强调一个更加协调和有创意的变革管理。
[Abstract]:The community is the miniature of society ", is also visible and experience life scenes of the local community level. The healthy functioning of social life, is the basic guarantee conditions of social life healthy and orderly expansion. The effective management of community life and reasonable guidance, is associated with the person's quality of life, the other end is connected with the stability and harmony of the society. Community public security under the new situation, is a big category concept. It includes not only the traditional sense of security, namely community prevention of criminal cases, juvenile delinquency and drug addicts in community education, community population management, fire safety and community affairs, including some security issues under the new situation, is the main city sanitation and environmental protection safety, public health and safety, emergency and crisis of the social aspects of the current social security, Community public safety problems have become increasingly serious, city accidents and disasters happen frequently, the economic losses and social consequences are more striking. Therefore, actively carry out community public safety management research, to promote the study of city public management theory and the theory of community development deepening, to improve and optimize the city governance structure. There is an important significance to enhance the security level of city.
There still exist in multiple cooperation mechanism of the government dominant background, enthusiasm, stimulate the multiple suppliers to work together, to realize the network collaborative supply is a useful attempt. This collaborative supply mechanism will benefit such as education, poverty alleviation, and daughter Tong Baohu, environmental protection, the laid-off workers in training, social the relief, the effective supply of public service in the field of disaster prevention prevention. The value of cooperation of multi subject play more in the specific scope of application, is conducive to the improvement of public service satisfaction. At the same time, should also pay attention to the challenges faced during the construction, the development of a more reasonable form of practice.
This study will be how to improve the government departments and enterprises, the interaction mechanism of the nonprofit sector, optimize the safety management of network society as the main research object. This paper first summarizes and analyzes the main connotation of the community, public safety and public safety management concept, and explains the writing basic theory, namely the network governance theory and synergy theory, and construct the "cooperative governance mode" network, make the circulation and interactive community resources as possible. Then, theory and practice, analyzes the status quo of Nanjing Xuanwu District community public safety management, analyzes the Xuanwu District public security administrative community network collaborative governance mechanisms to promote the situation, and analysis problems and difficulties of the collaborative governance mechanism of community public security administrative network, to further improve the mechanism of the collaborative governance of community public safety network administration in China Avenue.
The main point of this paper is the collaborative governance mechanism of community public safety network, should pay more attention to the social interaction of community safety network and network covering whether conform to the public interests, and mobilize groups and stakeholders participation is enough to influence or change the action. In addition, the network security as a way of governance, need synchronous attention factors of success and failure, initiate and support the interaction process, must take into account several important factors, including members of the network between the interdependence relationship, forms, and interactive rules. Besides the interaction of network members, in order to promote the cooperation between the members of the network, the network into consideration must be given to the network structure and culture. The concept of social security is still in transition in the evolution process, the need for a comprehensive conceptual framework as a guide to the policy design and system reform This study does not attempt to put forward a comprehensive conceptual framework, but focuses on a more coordinated and creative change management under the keynote of "maintaining social security".
