【摘要】：决策是公共管理中高度综合和复杂的一个环节,决策的质量效率问题关乎国家的兴衰与民众的祸福。我国公共管理起步较晚,发展缓慢,随着时代的不断发展,现实对公共管理提出了新的要求,尤其是决策。我国现阶段的公共管理决策理论并没有形成一个完整的理论体系,也没有一个成熟理论进行支撑,无法满足民众日益丰富的需求,探索科学合理的决策理论迫在眉睫。西蒙有限理性决策思想对传统完全理性决策思想进行了批判,对于完善发展决策理论具有重要意义。本文着重分析西蒙有限理性决策思想产生背景、主要内容,并且对其时代意义和局限性进行了客观评价,为提高现代政府决策质量效率、完善公共管理决策理论体系提供理论支撑。本文主要包括四个部分。第一部分绪论阐述了论文的选题背景、研究意义、国内外研究现状以及研究内容与研究方法。第二部分介绍了西蒙有限理性决策思想产生背景具体包括形成的时代背景和思想渊源,系统地阐述了当时社会现状对该思想的影响,以及诸多思想对于西蒙有限理性决策思想形成奠定的基础。第三部分重点阐述了西蒙有限理性决策思想的主要内容,包括西蒙对于有限理性决策概念的界定、完全理性的质疑、有限理性的证明以及有限理性决策模型的设计。第四部分西蒙有限理性决策思想的评析,从其理论价值、现实意义及其局限性三个方面,客观辩证地分析了西蒙有限理性决策思想。
[Abstract]:Decision making is a highly comprehensive and complex link in public administration. The quality and efficiency of decision-making is related to the rise and fall of the country and the welfare of the people. China's public management started late and developed slowly, and with the development of the times, the quality and efficiency of decision-making is related to the rise and fall of the country and the well-being of the people. The reality has put forward the new request to the public administration, especially the decision making. At present, the public management decision theory in our country has not formed a complete theoretical system, nor has it been supported by a mature theory. Unable to meet the increasing needs of the public, it is urgent to explore scientific and rational decision-making theory. This paper analyzes the background and main content of Simon's limited rational decision making thought, and makes an objective evaluation of its significance and limitation in order to improve the quality and efficiency of modern government decision-making. This paper mainly includes four parts. The first part introduces the background and significance of the thesis. The second part introduces the background of Simon's thought of limited rational decision-making, including the background of the formation of the era and the origin of the thought, and systematically expounds the influence of the current social situation on the thought at that time. The third part focuses on the main contents of Simon's limited rational decision, including Simon's definition of the concept of limited rational decision, and the question of complete rationality. The proof of finite rationality and the design of limited rational decision model. 4th part of Simon's theory value, practical significance and limitation of Simon's limited rational decision. The objective dialectical analysis of Simon's limited rational decision-making thought.
