天然气管道泄漏事故应急保障主体的职能研究

【摘要】：随着城市和经济的发展,天然气得到普遍应用,由此引起的管道泄漏事故也呈多发趋势。然而,当前公共应急管理及保障体系建设单一,创新能力不强,针对天然气泄漏事故的更是少之又少。因此,建立天然气管道泄漏事故应急保障体系,有助于减少泄漏事故造成的损失,对于保障城市天然气管网安全运营及维护社会和谐具有重要意义。本文运用文献研究法与案例研究法,在对国内外关于天然气管道泄漏事故应急管理的相关理论与文献综述的基础上,将博弈论引入天然气管道泄漏事故应急管理主体及其职能的研究,提出天然气管道泄漏事故应急管理的三个主体包括：应急保障监督推广主体——政府、应急保障研发主体——科研机构、以及应急保障实施组织主体——企业；基于应急管理三方主体及其职能的分析框架,在对渭南市天然气公司的应急管理进行分析的基础上,运用博弈论对应急保障体系的博弈主体及其职能、以及应急保障多元主体间的博弈进行系统研究。根据博弈论对各主体的公共管理职能间的平行关系与垂直关系的综合分析,本研究从政府方面、科研机构方面、企业方面、以及政府--企业的应急联动机制四个方面提出建议,预期对天然气管道泄漏事故的日常巡检工作、管道沿线的安全宣传和职工的安全培训工作、管道施工质量管理、制定城市燃气安全事故应急救援预案、强化政府与企业应急联动等方面具有指导意义。
[Abstract]:With the development of the city and economy, natural gas is widely used, and the pipeline leakage accidents also tend to occur. However, the current public emergency management and security system is single, and the innovation ability is not strong. Therefore, the establishment of an emergency protection system for natural gas pipeline leakage accidents will help to reduce the losses caused by natural gas leakage accidents. It is of great significance to ensure the safe operation of urban natural gas network and maintain social harmony. In this paper, based on the literature research and case study, the related theories and literatures about emergency management of natural gas pipeline leakage accident are summarized at home and abroad. This paper introduces the game theory into the study of the main body and function of emergency management of natural gas pipeline leakage accident, and puts forward that the emergency management of natural gas pipeline leakage accident includes three main bodies: the government, the main body of emergency safeguard supervision, Based on the analysis framework of emergency management and its functions, based on the analysis of the emergency management of Weinan Natural Gas Company, this paper analyzes the emergency management of Weinan Natural Gas Company. The game theory is used to systematically study the game subjects and their functions of the emergency support system and the game between the multiple players of the emergency support system. According to the comprehensive analysis of the parallel and vertical relations between the public management functions of the main bodies, this study is based on the analysis of the government, the scientific research institutions and the enterprises. As well as four aspects of the emergency linkage mechanism between the government and the enterprise, it is expected that the daily inspection work of the gas pipeline leakage accident, the safety propaganda along the pipeline, the safety training work of the staff and workers, and the quality management of the pipeline construction will be put forward. It is of guiding significance to formulate emergency rescue plan for urban gas safety accident and strengthen emergency linkage between government and enterprise.
