日照国际海洋城开发建设中的政府职能研究

【摘要】：胡锦涛总书记视察山东时提出了开发海洋资源、打造半岛蓝色经济区的设想。日照作为山东半岛蓝色经济区的重要组成部分,大胆创新、率先突破、先行先试,提出了开发建设日照国际海洋城的战略构想,并已被纳入国家山东半岛蓝色经济区战略规划。日照国际海洋城,作为日照市城市总体规划“三城一区”的重要一城和山东半岛蓝色经济区重点打造的“四区三园”之一,以“新产业、新生态、新生活”为主题,重点打造集海洋科技、海洋服务、海洋工装、海洋生物、海水利用、海洋环保、海洋文化、海洋旅游为一体的产城融合新区。本文以日照国际海洋城开发建设为实例,探讨了日照国际海洋城管委会政府职能转变的有关问题,并提出了对策建议。本文首先介绍了国外在政府职能方面研究的现状,同时也对国内政府职能研究的情况进行了阐述,分析了当前研究存在的不足,发现目前存在对政府职能转变的理论基础研究不透彻,缺乏对地方政府职能转变实证的分析,研究分析的方法较为单一等方面的问题。其次对政府职能、新公共管理理论的相关概念进行了介绍,并对日照国际海洋城空间选址与布局、用地规模、目标定位、发展方向等方面进行了简要介绍。天津生态城和广州知识城与日照国际海洋城情况类似,也是我国与新加坡合作共同打造的合作经济园区,文章对其基本情况进行了简要介绍,总结了他们在政府职能转变方面的经验和做法,为日照国际海洋城政府职能转变的研究提供借鉴。第四章,对日照国际海洋城管委会的作用进行了肯定,并用海洋城的发展情况为实例进行了说明。第五章,对日照国际海洋城管委会在思想观念、自身定位等几方面存在的问题进行了分析,这些问题需要高度关注并加以解决。最后一章,也是本文最重要的一章,对完善日照国际海洋城管委会职能提出了意见建议,包括日照国际海洋城管委借鉴新理念实现自身转变、自身定位、人事制度创新和存在的问题不足等三个方面。通过研究,希望能对日照国际海洋城政府职能转变提供借鉴意义,加快政府职能转变步伐,加快开发建设进度,进一步推动日照海洋产业结构优化升级,促进日照经济社会跨越发展。
[Abstract]:During his visit to Shandong, General Secretary Hu Jintao put forward the idea of developing marine resources and creating a blue economic zone on the peninsula. As an important part of the blue economic zone of the Shandong Peninsula, Rizhao was bold and innovative, took the lead in breaking through, and first tried it out. The strategic conception of the development and construction of Rizhao International Ocean City has been put forward, and it has been incorporated into the strategic plan of the blue economic zone of Shandong Peninsula. As an important city in Rizhao's urban master plan, "three cities and one district" and one of the "four regions and three parks" which are created by the blue economic zone of Shandong Peninsula, with the theme of "New Industry, New Ecology and New Life", it focuses on building marine science and technology. Ocean service, marine tooling, marine life, sea water use, marine environmental protection, marine culture, marine tourism as one of the production city integration new area. Taking the development and construction of Rizhao International Ocean City as an example, this paper discusses the problems related to the transformation of government functions of Rizhao International Ocean City Management Committee, and puts forward some countermeasures and suggestions. At the same time, it also expounds the situation of domestic government function research, analyzes the shortcomings of the current research, finds that the theoretical basis of the transformation of government functions is not thorough, and lacks the empirical analysis of the transformation of local government functions. Secondly, the related concepts of government function and new public management theory are introduced, and the spatial location and layout of Rizhao International Ocean City, the scale of land use, the target orientation, and so on are introduced. The situation of Tianjin Ecological City and Guangzhou Knowledgetown is similar to that of Rizhao International Ocean City, and it is also a cooperative economic park built jointly by China and Singapore. The article briefly introduces its basic situation. This paper summarizes their experiences and practices in the transformation of government functions, and provides reference for the study of the transformation of government functions in Rizhao International Ocean City. Chapter 4th affirms the role of Rizhao International Ocean City Management Committee. Using the development of Ocean City as an example, this paper analyzes the problems existing in Rizhao International Ocean City Management Committee in several aspects, such as ideology, self-orientation, etc., in Chapter 5th. These problems need to be paid close attention to and solved. The last chapter, which is also the most important chapter of this paper, puts forward some suggestions on how to improve the functions of Rizhao International Ocean City Management Committee. It includes three aspects: the Rizhao International Ocean Urban Management Commission uses the new concept to realize its own transformation, its own positioning, the innovation of personnel system and the existing problems. Through the research, I hope to provide reference for Rizhao International Ocean City government function transformation, accelerate the pace of government function transformation, accelerate the pace of development and construction, and further promote the optimization and upgrading of Rizhao marine industrial structure. To promote the economic and social development of Rizhao.
