公民参与我国地方政府绩效评估的问题研究

【摘要】：本文的论述是在“新公共管理运动”大的背景下进行的,各个国家纷纷进行公民参与地方政府绩效评估的实践,进行行政管理体制的改革。改变以往政府与公民之间管理者与被管理者的关系,使政府与公民之间的关系向服务与被服务者的良性互动转化。在这个过程中提高了政府部门的效率,增强了政府部门对公众的责任。我国地方政府进行公民参与绩效评估的活动符合我国建设服务型政府的理念,符合人民当家作主的国家性质,这就使得研究公民参与我国地方政府绩效评估具有了理论上的必然性。本文通过对各地公民参与地方政府绩效评估实践的研究,发现优势和所存在的不足,以此不足为出发点,找出存在的问题。从价值理念、参与评估主体、参与评估途径和评估结果四个方面总结公民参与地方政府绩效评估出现问题的原因并提出相应的对策建议。
[Abstract]:The discussion of this paper is carried out under the background of "New Public Management Movement". The practice of citizens' participation in the performance evaluation of local government is carried out in every country. Reform the administrative system. Change the relationship between the government and the citizens. The transformation of the relationship between the government and the citizen into a positive interaction between the service and the person served. In the process, the efficiency of the government department has been improved. The performance evaluation of citizen participation by local government conforms to the concept of building a service-oriented government in our country, and conforms to the national nature of the people as the master of their own country. This makes the study of citizen participation in our local government performance evaluation has a theoretical inevitability. Based on the research of local citizens' participation in the practice of local government performance evaluation, this paper finds out the advantages and shortcomings, and finds out the existing problems from the perspective of value concept, participation in the evaluation of the main body, This paper summarizes the causes of the problems in the performance evaluation of the local government and puts forward the corresponding countermeasures and suggestions.
