政府购买环卫行业公共服务探究

【摘要】：政府购买服务已经成为政府为社会提供公共服务的一种重要的方式,对于转变政府职能、完善政府投入机制,提高公共服务质量,提高行政效率,促进经济社会健康发展具有重要意义。政府购买服务从国家的顶层设计到地方的探索实施,都取得了很大的进展。本文以政府购买公共服务为研究出发点,从新公共管理理论、公共产品理论和政府与社会合作伙伴关系理论入手,深入研究政府购买公共服务模式,对内蒙古自治区地方政府进行购买环卫行业公共服务的相关案例进行阐释研究,分析环卫行业现状和存在的问题,借鉴国内外政府购买公共服务的成功经验,为内蒙古政府购买公共服务的实践提供了理论依据和实践经验。根据内蒙古环卫行业实际情况和存在的一些问题,本文提出了内蒙古各级政府购买环卫行业公共服务具体建议措施。首先要明确政府在购买环卫行业服务中的角色定位；其次是解决好“买什么”“向谁买”“怎么买”的问题,即政府要编制购买服务目录,确定购买的对象,选择合适的购买方式；第三是要建立健全监督评估机制,完善政府购买环卫行业公共服务的绩效评估机制；最后要充分保障环卫工人合法权益,保证环卫行业持续健康发展。
[Abstract]:Government purchase of services has become an important way for the government to provide public services to the society. It can change the functions of the government, perfect the mechanism of government input, improve the quality of public services and improve the administrative efficiency. It is of great significance to promote the healthy development of economy and society. Great progress has been made in the government purchasing service from the top design of the country to the exploration and implementation of the local government. This paper takes the purchase of public services by the government as the starting point and starts with the new public management theory. Based on the theory of public goods and the theory of partnership between government and society, this paper deeply studies the mode of government purchasing public service, and explains the case of local government purchasing public service of sanitation industry in Inner Mongolia Autonomous region. This paper analyzes the current situation and existing problems of sanitation industry, and draws lessons from the successful experiences of governments at home and abroad in purchasing public services. It provides a theoretical basis and practical experience for the Inner Mongolia government to purchase public services. According to the actual situation and some problems of the sanitation industry in Inner Mongolia, In this paper, the author puts forward some concrete suggestions for governments at all levels in Inner Mongolia to purchase public services in sanitation industry. Firstly, the role of government in purchasing sanitation services should be clearly defined; secondly, the problem of "what to buy" and "how to buy" should be solved. That is, the government should compile the catalogue of purchasing services, determine the object of purchase and choose the appropriate purchase method; third, it should establish and perfect the mechanism of supervision and evaluation, and perfect the performance evaluation mechanism of government purchasing public services in sanitation industry. Finally, to fully protect the legitimate rights and interests of sanitation workers, to ensure the sustained and healthy development of the sanitation industry.
