广东省虚拟社会网络谣言管理研究

【摘要】：在互联网高速发展的今天，作为与现实社会并存的人类生活存在新形式——虚拟社会，正在发挥着巨大的影响力和作用，成为现实社会在数字时代的延伸和扩展。但与此同时，一些不法人员也将目光盯上了这块“土地”，，他们出于政治的、经济的目的，以互联网为对象、工具或是手段，做出了种种危害网络谣言的行为。在本文中，本人通过对广东省虚拟社会与现实社会在管理方面的不同之处和我国虚拟社会网络谣言管理的现状分析，指出了当前我国在法律法规制定、打击查处力度、管理人员意识和部门协作配合方面的不足。同时，通过对美国、法国、新加坡、韩国等互联网建设发达国家的管理情况和经验进行分析，并结合公共管理的相关理论研究，明确了我国在加强虚拟社会网络谣言管理方面的发展方向。在上述分析研究的基础上，本人对我国进一步加强虚拟社会网络谣言管理的有效途径进行了探讨。本人认为，要想确保虚拟社会的网络谣言，广州市公安局必须从法律法规的完善、管理能力的提升、行业自律的加强、公民意识的提高等方面来有所动作。
[Abstract]:With the rapid development of the Internet today, as a new form of human life coexisting with the real society, the virtual society is playing a great influence and function, and becoming the extension and expansion of the real society in the digital age, but at the same time, Some lawless people have also set their sights on this "land". For political and economic purposes, they have done all kinds of acts that harm Internet rumors for the object, tool or means of the Internet. In this article, Based on the analysis of the differences in management between the virtual society and the real society in Guangdong Province and the current situation of the rumor management on the virtual society network in China, I point out that our country is making laws and regulations and cracking down on the investigation and punishment. At the same time, through the analysis of the management situation and experience of the developed countries such as the United States, France, Singapore, South Korea and other Internet construction countries, and combined with the relevant theoretical research of public management, On the basis of the above analysis, I have probed into the effective way to strengthen the fictitious social network rumor management in our country. In order to ensure the network rumor in the virtual society, Guangzhou Public Security Bureau must act from the aspects of the perfection of laws and regulations, the improvement of management ability, the strengthening of self-discipline of the industry, the improvement of civic consciousness, and so on.
