中国政府政策执行能力研究

【摘要】：党的十八大以来,提出到2020年实现政府治理体系与治理能力现代化,为了实现这一目标,我国政府着重解决公共服务、社会管理,调节经济、监管市场建设有中国特色社会主义正确指导前进方向、维护社会秩序、保证公共安全,不断推动社会蓬勃发展。政府这种解决公共问题、解决社会矛盾、推动社会发展的能力可谓政府执行能力。之前,学界对政府能力的研究主要集中在政府政策的制定,早期公共政策研究学者认为,政府政策的制定是政府能力的核心,政策一经制定,在能保证人员和资金充足的情况下,政策就会顺利开展,最终达到政策制定目的。但现实并非如些。本文从公共管理和政治经济的角度出发,对中国政府政策执行能力的概念、地位、作用进行解读,结合我国实际情况,得出影响我国政府政策执行能力的原因,并在此基础上,从建设适合国情的行政文化、加强相关理论和体制提高政府公务员的综合能力、这三方面来阐述了如何提升政府政策执行能力。
[Abstract]:Since the 18th National Congress of the Party, the government has proposed to modernize the government's governance system and governance capacity by 2020. In order to achieve this goal, the Chinese government has focused on solving the problems of public services, social management, and economic adjustment. Supervising the construction of socialism with Chinese characteristics correctly guides the way forward, maintains social order, guarantees public security, and continuously promotes the vigorous development of society. The government solves public problems and social contradictions. The ability to promote social development can be described as the executive capacity of the government. Before, the academic research on the capacity of government mainly focused on the formulation of government policy. Early public policy researchers believed that the formulation of government policy was the core of government capacity. Once the policy is made, the policy can be carried out smoothly under the condition that the personnel and funds are sufficient. But the reality is not the same. This paper starts from the angle of public administration and political economy. This paper interprets the concept, status and function of the Chinese government's policy execution ability, combining with the actual situation of our country, obtains the reasons that affect the Chinese government's policy execution ability, and on this basis, from the construction of the administrative culture suitable for the national conditions, Strengthening the relevant theory and system to improve the comprehensive ability of government civil servants, these three aspects to explain how to improve the ability of government policy implementation.
