【摘要】：随着我国改革开放的不断深入和社会主义现代化建设的不断推进，我国的金融业取得了重大的成就，金融现在已经成为我国经济的核心，实体经济的发展已经离不开金融业的支持。然而，我国的国有金融资产管理制度存在着许多问题，其中国有金融资产出资人存在的问题尤为突出：国有金融资产的出资人代表不够明确，国有金融资产出资人的相关法律法规处于空白，相关政府监管部门同时履行公共管理职责与国有金融资产出资人职责等等。因此，对现行国有金融资产出资人模式进行改革，建立符合我国国有金融资产实际情况的新型出资人模式迫在眉睫。本文首先对我国国有金融资产管理的研究背景与研究意义进行分析，从国有金融资产的发展阶段和管理模式的不同这两方面对前人的理论综述进行总结，并提出本文的基本思路与研究方法；其次介绍了国有金融资产与国有金融资产出资人的概念，分析我国国有金融资产出资人的现状，，并提出国有金融资产出资人代表制度所存在的问题；再次，采用对比研究的方法，对国外国有金融资产出资人模式分为两层级出资人模式和三层级出资人模式这两方面进行介绍；然后提出我国国有金融资产出资人模式的选择原则，并给出财政部模式与金融国资委模式两种可供选择的改革方案；最后，对全文进行了总结并得出结论。
[Abstract]:With the deepening of China's reform and opening up and the continuous advancement of the socialist modernization drive, China's financial industry has made great achievements, and finance has now become the core of our economy. The development of the real economy has been inseparable from the support of the financial industry. However, there are many problems in the management system of state-owned financial assets in China, among which the problems of the investors of state-owned financial assets are particularly prominent: the representatives of the investors of state-owned financial assets are not clear enough. The relevant laws and regulations of the state-owned financial asset investors are blank, the relevant government supervision departments perform the public management duties and the state-owned financial assets investors' duties and so on. Therefore, the current mode of state-owned financial asset investors is reformed. It is urgent to establish a new-style investor model in line with the actual situation of state-owned financial assets in China. This paper first analyzes the background and significance of the research on the management of state-owned financial assets in China, and summarizes the previous theories from two aspects: the stage of development of state-owned financial assets and the different management models. The basic ideas and research methods of this paper are put forward. Secondly, the concept of state-owned financial assets and state-owned financial asset investors is introduced, and the current situation of state-owned financial asset investors in China is analyzed. And put forward the problems existing in the representative system of state-owned financial assets investor; thirdly, using the method of comparative study, This paper introduces the foreign state-owned financial asset investor model, which is divided into two levels: the two-level investor model and the three-level investor model, and then puts forward the selection principle of the state-owned financial asset investor model in China. This paper also gives two kinds of alternative reform schemes: the model of Ministry of Finance and the model of FSAC. Finally, the paper summarizes the full text and draws a conclusion.
