县级政府廉政建设公众满意度测评研究

【摘要】：随着西方国家新公共管理运动的兴起，新一轮的政府变革逐渐席卷全球。在政府治理改革的浪潮中，政府服务公众满意度测评活动由于其重要性和可操作性等特点方兴未艾。廉政建设是政府治理的重要内容。我国政府廉政建设成效显著然仍存在诸多不足。本文尝试对县级政府廉政建设进行公众满意度测评，通过理论推演、指标构建、问卷调研、实证分析和政策建议等，构建一套较为科学合理的县级政府廉政建设公众满意度测评指标体系，助力政府廉政建设，提高政府公众满意度，推进公共治理。论文采用文献研究、调查研究、定量分析等方法，将新公共管理理论、绩效管理理论、顾客满意管理理论、治理理论等作为县级政府廉政建设公众满意度测评的理论基础，分析了县级政府廉政建设公众满意度测评的现实依据：县级政府促进廉政建设的现实选择、追求廉政建设满意的必要举措、推进廉政建设公共治理的客观需要；遵循公众导向、可操作性、有效性、可控性、动态性等指导原则，，采用专家访谈法、层次分析法和主成分分析法，从廉政教育、廉政监督、廉政鼓励，廉政惩处四个维度构建了一套包含3个层次33项具体指标的县级政府廉政建设公众满意度测评指标体系；实地开展了湖南省A县政府廉政建设公众满意度测评，实证检验了测评指标体系的科学性，掌握了湖南省A县政府廉政建公众满意度处于中等偏下的现状，找到了湖南省A县政府廉政建公众满意度的改进优先选择（PFIs）：警告和记过、鼓励公职人员廉洁奉公、撤职和开除等；从有效开展县级政府廉政建设公众满意度测评、大力推进县级政府廉政建设、不断提升县级政府廉政形象等方面提出了有针对性的县级政府廉政建设公众满意度提升对策。本文的创新点在于：1、初步构建了一套比较科学的县级政府廉政建设公众满意度测评指标体系；2、对湖南省A县政府廉政建设公众满意测评进行了实证研究，实现了县级政府廉政建设公众满意度测评从技术、方法层面到对策层面的提升。
[Abstract]:With the rise of the new public management movement in western countries, a new round of government reform has gradually swept the world. The evaluation of government service public satisfaction is in the ascendant because of its importance and maneuverability. The construction of clean government is an important part of government governance. There are still many deficiencies in the construction of clean government in our country. This paper attempts to evaluate the public satisfaction with the construction of a clean and honest government at the county level. Through theoretical deduction, index construction, questionnaire investigation, empirical analysis and policy recommendations, a set of scientific and reasonable evaluation index system of public satisfaction with the construction of clean government at the county level is constructed, which can help the construction of clean government at the county level. Improve government public satisfaction and promote public governance. Based on the methods of literature research, investigation and quantitative analysis, the new public management theory, the performance management theory, the customer satisfaction management theory and the governance theory are taken as the theoretical basis for the evaluation of public satisfaction in the construction of a clean government at the county level. This paper analyzes the realistic basis of the public satisfaction evaluation of the construction of clean government at the county level. The guiding principles of maneuverability, effectiveness, controllability, dynamics, etc., are the use of expert interviews, Analytic hierarchy process (AHP) and Principal component Analysis (PCA), from the aspects of clean government education, clean government supervision, and clean government encouragement. Four dimensions of clean government punishment set up a set of three levels of 33 specific indicators of public satisfaction evaluation system of clean government construction at the county level, and carried out the public satisfaction evaluation of the construction of clean government in A county of Hunan Province on the ground. This paper empirically tests the scientific nature of the evaluation index system, grasps the present situation that the public satisfaction degree of building clean government in A county in Hunan Province is at the middle level, and finds out the priority choice for improving the satisfaction degree of clean government building in county A county in Hunan Province, namely, warning and recording. Encouraging public officials to be honest, dismissed and dismissed; and vigorously promoting the building of a clean and honest government at the county level by effectively carrying out the public satisfaction assessment of building a clean and honest government at the county level, The author puts forward some countermeasures to improve the public satisfaction in the construction of clean government at the county level from the aspects of improving the image of clean government at the county level and so on. The innovation of this paper lies in 1: 1, a set of scientific public satisfaction evaluation index system of clean government construction at county level is constructed preliminarily, and an empirical study on the public satisfaction evaluation of clean government construction in A county of Hunan Province is carried out. It realizes the improvement of the public satisfaction evaluation of the county government's clean government construction from the technical level, the method level to the countermeasure level.
