吴江基层公共图书馆管理存在问题及对策研究

【摘要】：改革开发以来,我国综合实力得到了快速提升,国民的物质生活得到了满足,随之而来的是精神文化需求日益增长而社会供给却不能满足的矛盾。因此,为了缓解这一逐渐突出的矛盾,中共中央开始大力推动社会主义文化繁荣发展,一次公共文化服务体系建设浪潮就此兴起。在这样一个大环境下,公共图书馆建设得到各级政府的大力支持,迎来了又一次蓬勃发展。在吴江,当地的基层公共图书馆作为公共图书馆服务脉络的最末端,也利用这次机会得到飞速发展,提供的很多公共文化服务缓解部分居民对文化需求的渴望。然而,由于基层公共图书馆在文化服务方面遵循的服务模式和服务理念仍旧比较传统,致使管理中出现各种问题,部分基层公共图书馆不能起到很好的文化服务功能。本文以吴江基层公共图书馆近年来建设、管理实践工作为基础,以公共管理和图书馆学理论为指导,通过对近几年吴江基层公共图书馆在运行管理过程中基于行政体制、管理员、定位、文献建设等因素产生的问题进行分析研究,得出一系列结论：一、基层公共图书馆应独立建制,以制度保障其生存与发展。通过单独建制这一具有强制性的自上而下的行政性手段,避免基层公共图书馆被随意撤销,保障基层公共图书馆机构的存在；二制定规范化标准体系,保障基层公共图书馆的建设和管理。明确建设和管理主体,并制定一整套完善、科学合理的标准,包括基层公共图书馆建设、后期服务业绩考核等标准；三、构建合理的管理员队伍,组建一个二级网络模式的基层图书管理员队伍,充分发挥基层公共图书馆的服务功能；四、以读者需求为中心,拓展基层公共图书馆服务功能等对策。包括建立以休闲阅读为主的馆藏资源,制定图书剔旧制度,拓展基层公共图书馆文化公共空间功能。通过此次研究解决吴江基层公共图书馆发展过程中部分问题,完善基层公共图书馆管理,促进基层公共图书馆的可持续发展,从而充分发挥其强大的文化服务功能,吸引更多的基层群众使用公共文化资源,享受在社会变革中国家带给社会大众的公共文化服务,并在一定程度上提升老百姓的精神文明水平,促进和谐社会发展。
[Abstract]:Since the reform and development, the comprehensive strength of our country has been promoted rapidly, and the material life of the people has been satisfied, which is followed by the contradiction that the spiritual and cultural demand is increasing day by day but the social supply is not satisfied. Therefore, in order to alleviate this gradually prominent contradiction, the CPC Central Committee began to vigorously promote the prosperity and development of socialist culture, and a wave of construction of public cultural service system rose. In such a large environment, the construction of public libraries has been vigorously supported by all levels of government, ushered in another vigorous development. In Wu Jiang, the local grass-roots public library, as the end of the public library service, also takes advantage of this opportunity to get rapid development, providing a lot of public cultural services to alleviate the desire of some residents for cultural needs. However, due to the traditional service mode and service concept of grass-roots public libraries in cultural services, there are various problems in management, and some grass-roots public libraries can not play a very good cultural service function. Based on the construction and management practice of Wu Jiang's grass-roots public library in recent years, and guided by the theory of public management and library science, this paper bases on the administrative system in the process of running and managing the basic public library of Wu Jiang in recent years. The problems arising from the factors such as administrator, positioning, literature construction and so on are analyzed and studied, and a series of conclusions are drawn: first, the grass-roots public libraries should be set up independently to ensure their survival and development through the system. To avoid the arbitrary revocation of grass-roots public libraries and to ensure the existence of grass-roots public library institutions through separate establishment, which is a mandatory top-down administrative means; second, to formulate a standardized standard system, To ensure the construction and management of grass-roots public libraries. Make clear the main body of construction and management, and formulate a set of perfect, scientific and reasonable standards, including the construction of grass-roots public libraries, the later service performance assessment and other standards; third, the establishment of a reasonable contingent of administrators, To set up a team of primary librarians in the mode of two-level network, to give full play to the service function of public libraries at the grass-roots level; fourthly, to expand the service functions of public libraries at the grass-roots level by taking the needs of readers as the center and so on. It includes the establishment of library resources with leisure reading as the main part, the establishment of the system of book weeding, and the expansion of the function of cultural public space in grass-roots public libraries. Through this study, we can solve some problems in the course of the development of Wu Jiang's grass-roots public libraries, improve the management of grass-roots public libraries, promote the sustainable development of grass-roots public libraries, and thus give full play to their powerful cultural service functions. To attract more grassroots people to use public cultural resources, enjoy the public cultural services brought to the public in the process of social change, and to a certain extent improve the level of spiritual civilization of the common people, promote the development of a harmonious society.
