民生导向下重庆服务型政府构建研究

【摘要】：民生日益受到全社会的广泛关注,因其关系到全体公民的福祉和社会的公平和谐。民生导向不仅影响到民生政策的大量出台,也影响到中国政府职能的转变和机构改革,而其改革的方向便是构建服务型政府。服务型政府属公民本位、社会本位的新型政府模式,是对传统管制型、经济建设型政府模式的彻底摒弃。服务型政府的构建需要中国各个地方政府结合地域情况进行有针对性地探索。作为西部唯一直辖市的重庆正朝着构建服务型政府的方向阔步迈进,形成了独特的服务型政府构建之路。就目前而已,重庆服务型政府构建已步入以民生促服务时代,是对民生热点话题做出的积极响应,尤其在基本民生领域,重庆更是进行了很大的探索。但是,重庆服务型政府的构建仍存在服务意识和态度误区等困境,因而需要有针对性地提出构建的路径分析和对策建议。本文借鉴马克思主义民生理论和政府管理理论,中国化马克思主义民生理论和政府管理理论,以及公共产品理论、新公共管理理论、新公共服务理论和善治理论,运用文献法、历史法等方法。通过对民生和服务型政府的概念界定,回溯民生导向下重庆服务型政府构建历史,找到其基本现状、主要问题和发展趋势,在此基础上提出民生导向下重庆服务型政府构建的总体思路和政策建议。本文研究的主要内容包括五个部分：第一部分,导论部分。提出研究的背景及价值,指出研究的思路和内容,以及研究的方法、特色和创新点等；第二部分,理论基础。找到马克思主义以及西方关于民生问题的已有研究,同时,找到马克思主义及西方关于服务型政府的相关研究,并进行简要评述。第三部分,概念界定。通过文献综述找到有关服务型政府、服务型政府构建路径等问题研究的相关前期成果,归纳服务型政府的内涵界定和规范认识,并对民生与服务型政府构建的关系进行探讨；第四部分,现状概览。通过对民生导向下重庆服务型政府构建历史轨迹与现状的描述,揭示重庆服务型政府构建中存在的的主要问题及其未来发展趋势；第五部分,总体思路与政策建议。分析民生导向下重庆服务型政府建设总体情况,准确定位重庆服务型政府构建的总体思路,设计重庆服务型政府构建的具体路径,进而提出重庆服务型政府构建的政策建议。本文的政策建议是：一是转变政府职能,构建民生导向下服务型政府；二是优化行政规模,大力压缩开支扩大民生支出；三是改革行政体制,推动民生性事业单位改革；四是强化队伍建设,打造民生导向的公职队伍。
[Abstract]:People's livelihood is paid more and more attention by the whole society, because it is related to the welfare of all citizens and the fairness and harmony of society. The orientation of people's livelihood not only affects the introduction of a large number of policies, but also affects the transformation of government functions and institutional reform in China, and the direction of its reform is to build a service-oriented government. The service government belongs to the citizen standard, the society standard new government pattern, is to the traditional control type, the economic construction type government pattern completely abandons. The construction of service-oriented government needs each local government in China to explore it in accordance with the regional conditions. Chongqing, as the only municipality directly under the Central Government in the west, is striding towards the direction of constructing service-oriented government, forming a unique way to construct service-oriented government. At present, the construction of service-oriented government in Chongqing has stepped into the era of promoting services by people's livelihood, which is a positive response to the hot topics of people's livelihood, especially in the basic areas of people's livelihood, Chongqing has made a great exploration. However, the construction of service-oriented government in Chongqing still has some difficulties, such as service consciousness and misconception of attitude, so it is necessary to put forward the path analysis and countermeasures and suggestions for the construction of Chongqing service-oriented government. This article draws lessons from the Marxist livelihood theory and the government management theory, Chinese Marxism people's livelihood theory and the government management theory, as well as the public goods theory, the new public management theory, the new public service theory and the good governance theory, applies the literature law. Historical law, etc. By defining the concept of people's livelihood and service-oriented government, this paper traces the history of service-oriented government construction in Chongqing under the guidance of people's livelihood, and finds out its basic status, main problems and development trend. On this basis, this paper puts forward the general ideas and policy suggestions of Chongqing service-oriented government under the guidance of people's livelihood. The main content of this paper includes five parts: the first part, the introduction part. This paper puts forward the background and value of the research, points out the ideas and contents of the research, as well as the methods, characteristics and innovations of the research, etc. The second part is the theoretical basis. To find Marxism and the existing research on people's livelihood in the West, at the same time, to find the relevant research of Marxism and western service-oriented government, and to make a brief review. The third part, the definition of concept. Through the literature review to find the relevant preliminary research achievements of service-oriented government, service-oriented government construction path, summed up the connotation of service-oriented government and normative understanding, and discussed the relationship between people's livelihood and service-oriented government construction; The fourth part is an overview of the present situation. By describing the historical track and present situation of Chongqing service-oriented government construction under the guidance of people's livelihood, this paper reveals the main problems in Chongqing service-oriented government construction and its future development trend; the fifth part, general ideas and policy recommendations. This paper analyzes the general situation of Chongqing service-oriented government construction under the guidance of people's livelihood, accurately locates the general idea of Chongqing service-oriented government construction, designs the concrete path of Chongqing service-oriented government construction, and then puts forward some policy suggestions for Chongqing service-oriented government construction. The policy suggestions of this paper are as follows: first, to transform government functions and construct service-oriented government under the guidance of people's livelihood; second, to optimize the scale of administration, to reduce expenditure and expand expenditure on people's livelihood; third, to reform the administrative system and promote the reform of livelihood institutions; Fourth, strengthen the construction of the ranks to create a people's livelihood oriented public service.
