沈阳市青少年女性犯罪社会救助对策研究

【摘要】：目前青少年女性犯罪已经成为日益突出的社会问题,困扰着社会的发展。这一问题不仅危及社会的稳定及和谐秩序的构建,而且严重影响了国家对青少年女性发展各项政策的实施与实现。青少年女性是一类特殊群体,这是因为她们年龄结构及性别特点决定了其生理、心理等方面的特殊性,青少年女性的权益保障工作正逐步为人们所重视。我国自改革开放以来,致力于针对违法犯罪女性和违法犯罪青少年的保护,在不同的时代背景下,不断地修正措施,取得了显著的效果。本文以沈阳市为视角,从公共管理的角度出发,对如何针对青少年女性犯罪提供社会救助这一问题进行了系统分析,把违法犯罪青少年女性作为目标群体,把改进完善沈阳市青少年女性犯罪的社会救助工作作为本论文的研究目标。通过对国家亲权理论、保护处分理论、社会控制理论等的学习,论述了沈阳市青少年女性犯罪社会救助的现状,并分析了当前存在的偏差,借鉴国外发达国家和国内先进省市青少年女性犯罪群体社会救助工作的长处,为更好的完善沈阳市青少年女性犯罪群体的社会救助提出了一些建议和思考。
[Abstract]:At present, juvenile female crime has become an increasingly prominent social problem, puzzling the development of society. This problem not only endangers the construction of social stability and harmonious order, but also seriously affects the implementation and realization of various policies for the development of adolescent women. Adolescent women are a special group, which is because their age structure and gender characteristics determine their physiological, psychological and other particularities, and the protection of the rights and interests of adolescent women is gradually paid attention to by people. Since the reform and opening up, China has devoted itself to the protection of women and teenagers in violation of the law and crime. Under different background of the times, the measures have been revised constantly, and remarkable results have been obtained. From the perspective of public administration, this paper systematically analyzes the problem of how to provide social assistance to juvenile female delinquents, and regards juvenile women as target groups. The research goal of this thesis is to improve and perfect the social assistance work of juvenile female crime in Shenyang. Through the study of the theory of national parental authority, the theory of protection and punishment, the theory of social control, this paper discusses the present situation of social assistance for juvenile female delinquents in Shenyang, and analyzes the existing deviations. This paper draws lessons from the strengths of the social assistance work of juvenile female criminal groups in developed countries and advanced provinces and cities of China, and puts forward some suggestions and thoughts for the better improvement of social assistance for juvenile female criminal groups in Shenyang.
