汕头市食品安全监管对策研究

【摘要】：随着我国经济社会的快速发展，食品安全已从传统意义的关注食品数量安全向食品质量安全转变。食品安全关乎国计民生，一个国家的食品安全状况不仅体现了人民生活质量的高低，更是反映出一个国家在行政管理、经济发展状况、人民道德水平以及国家法制建设等方面的优劣。近年来，我国食品安全事故频发，各种食品安全问题屡禁不止，以致消费者对我国的食品安全状况担心、忧心直至失去信心。在这种背景下，食品安全监管工作更加彰显其在调控食品市场、规范食品生产流通领域的重要性。汕头市作为我国最早设立的经济特区之一，地处改革开放的最前沿，经济较为活跃，有着众多中小企业和小作坊，其食品安全情况与广大人民群众的身体健康息息相关。虽然近年来没有发生过大规模的食品安全问题，但是小规模的食品安全问题事件依旧频发。由此可见，运用公共管理理论研究分析汕头市食品安全监管现状，发现汕头市食品安全监管中的漏洞和不足，并提出切实可行的对策，具有非常重要的理论和现实意义。本文基于当前社会各界对食品安全高度关注的时代背景，采用文献研究、比较研究及实证研究等方法，通过分析汕头市近年来食品安全抽检状况，调研汕头市市民对食品安全关注度，以此来揭示汕头市食品安全现状。其次，，通过分析汕头市食品安全监管现状，剖析当前汕头市食品安全监管中存在的问题及成因。最后，在借鉴香港、深圳等发达地区在食品安全监管中所取得成功经验的基础上，提出健全完善汕头市食品安全监管工作的可行性对策，为汕头市政府和监管部门在提升食品安全水平决策上提供真实、可靠的科学依据。
[Abstract]:With the rapid development of China's economy and society, food safety has changed from the traditional concern of food quantity safety to food quality safety. Food safety is related to the national economy and the people's livelihood. The food safety situation of a country not only reflects the quality of life of the people, but also reflects the state of administration and economic development of a country. The moral level of the people and the construction of the national legal system and other aspects of the pros and cons. In recent years, food safety accidents occur frequently in our country, and many kinds of food safety problems are repeatedly prohibited. As a result, consumers worry about the food safety situation of our country, worry about it until they lose confidence. Under this background, food safety supervision is more important in regulating food market and regulating food production and circulation. As one of the earliest special economic zones established in China, Shantou is located in the forefront of reform and opening up, with a more active economy, with many small and medium-sized enterprises and small workshops. Its food safety situation is closely related to the health of the broad masses of the people. Although there have been no major food safety problems in recent years, minor food safety incidents are still frequent. Therefore, it is of great theoretical and practical significance to study and analyze the current situation of food safety supervision in Shantou by using public management theory, to find the loopholes and deficiencies in food safety supervision in Shantou, and to put forward practical and feasible countermeasures. This paper, based on the background of the current social attention to food safety, adopts the methods of literature research, comparative study and empirical research, and analyzes the situation of food safety sampling inspection in Shantou City in recent years. To reveal the current situation of food safety in Shantou City by investigating the food safety concerns of people in Shantou City. Secondly, by analyzing the current situation of food safety supervision in Shantou City, the problems and causes of food safety supervision in Shantou City are analyzed. Finally, on the basis of the successful experience in food safety supervision in developed areas such as Hong Kong and Shenzhen, the feasible countermeasures to improve the food safety supervision in Shantou City are put forward. It provides true and reliable scientific basis for Shantou municipal government and supervision department to make decisions on improving food safety level.
