泉州市交通委行政审批制度改革研究

【摘要】：审批制度改革是新一届政府改革的着力点。一直以来,泉州市交通运输委员会致力于推进审批制度改革,推行优质、高效、便民服务,取得了积极成效。如何在新时期加快行政审批制度改革,更好服务泉州交通事业发展成为当下有待解决的重要课题。本文立足于泉州市交通运输委员会审批工作实际,总结了泉州市交通委推进审批制度改革取得的成效,提出当前审批制度仍然存在的问题——审批手续比较繁琐、审批事项过多、审批创新不够。本文运用公共管理服务型政府、流程再造、政策过程理论,通过问卷法、访谈法等方法,以泉州市交通运输委员会审批工作为研究对象,剖析泉州市交通委行政审批制度改革推进过程中产生的问题,探究引发的深层原因,参考部分比较发达城市在审批改革取得的经验,提出了推动泉州市交通委审批提速增效的政策建议。本研究表明,目前泉州市交通委审批制度改革主要受到服务型政府理念尚未完全确立、政策过程缺陷、流程不够优化等因素制约,因此交通委审批制度改革要借鉴“服务型政府”和“流程再造”的理念,运用“政策过程”的思路来提升泉州市交通委审批制度改革的效果,推动审批工作提速增效。
[Abstract]:The reform of the examination and approval system is the focus of the new government reform. Quanzhou Transportation Commission has been committed to promoting the reform of the examination and approval system, quality, efficient, convenient services, and achieved positive results. How to speed up the reform of administrative examination and approval system in the new period and better serve the development of Quanzhou transportation has become an important issue to be solved. Based on the reality of the examination and approval work of Quanzhou Transportation Committee, this paper summarizes the achievements of Quanzhou Traffic Committee in promoting the reform of the examination and approval system, and points out that the current examination and approval system still exists problems-the examination and approval procedures are relatively cumbersome. The examination and approval item is too many, the examination and approval innovation is insufficient. This paper applies the methods of public administration service government, process reengineering, policy process theory, questionnaire method, interview method and so on, and takes the examination and approval work of Quanzhou Traffic and Transport Commission as the research object. Analyzing the problems arising in the process of the reform of the administrative examination and approval system of Quanzhou Traffic Committee, exploring the deep causes, referring to some of the experiences gained by the developed cities in the examination and approval reform, Put forward the policy suggestion of promoting Quanzhou traffic committee to examine and approve increasing speed and increasing efficiency. This study shows that the reform of the examination and approval system of Quanzhou Traffic Committee is mainly restricted by the fact that the concept of service-oriented government has not been fully established, the policy process is flawed, and the process is not optimized. Therefore, the reform of the examination and approval system of the Transportation Committee should draw lessons from the concepts of "service-oriented government" and "process reengineering", and use the idea of "policy process" to promote the effect of the reform of the examination and approval system of Quanzhou City Traffic Committee, and to promote the speed and efficiency of the examination and approval work.
