社会管理创新的理论逻辑与实践进路

【摘要】：社会管理是维系人类社会正常运行的重要手段。西方国家在探索社会管理的新模式的同时，也形成了社会管理创新的一些理论。改革开放30余年来，我国的经济、社会和文化发展取得了令世人瞩目的成就，但出现了社会发展与经济发展不相适应的情况，如社会管理的主体和职能还得不到清晰明确的界定，社会管理的理论和实践创新还不系统深入等。尤其是上世纪90年代以来，如分配不公、贫富分化、就业形势严峻、医疗保障不健全、教育资源不平衡等社会问题和社会矛盾凸显，不仅直接影响到我国经济、社会的可持续发展，而且给社会主义和谐社会的构建带来了巨大挑战。随着现代科学的分化，各门科学之间的联系也就更加紧密，面对社会管理形势的变化，如何进行社会管理创新，如何使用科学的方法来认识是我们面临的现实问题。对西方的社会管理创新的理论成果（即新公共管理理论、社会法治理论和公民社会的分析和批判），以及对我国社会管理模式（主要是社会管理理念、管理目标和管理方式三个方面）的演变的概括和总结是探讨我国社会管理创新的两个前提。社会管理创新还需要有相应的逻辑建构，从社会管理创新的哲学原理、价值诉求和伦理视角来建构社会管理创新的理论逻辑，这样有助于我们在推进社会管理创新过程中更加注重思想道德在社会管理创新中的指向作用，更加尊重个人的利益诉求，逐步改变过分强调国家、集体利益的价值取向，促进人的全面发展，推进合作互助，激发人的积极性创造性，增强和提升社会管理的针对性和实效性。针对我国社会管理创新理念与模式的演进，根据社会管理创新的理论建构逻辑提出了公平正义的社会理念和共同治理的管理模式两种策略。
[Abstract]:Social management is an important means to maintain the normal operation of human society. While exploring the new mode of social management, western countries have formed some theories of social management innovation. Over the past 30 years of reform and opening up, China's economic, social and cultural development has made remarkable achievements, but there has been a situation in which social development and economic development do not match each other. For example, the subject and function of social management are not clearly defined, and the theoretical and practical innovation of social management is not systematic and thorough. Especially since the 1990s, social problems and social contradictions, such as unfair distribution, polarization between the rich and the poor, severe employment situation, imperfect medical security, imbalance of educational resources, etc., have not only directly affected the economy of our country. The sustainable development of society brings great challenge to the construction of socialist harmonious society. With the differentiation of modern science, the relationship between science is more closely. Facing the change of social management situation, how to carry out social management innovation and how to use scientific methods to understand is the realistic problem we face. The theoretical achievements of the social management innovation in the West (namely, the new public management theory, the social rule of law theory and the civil society) are analyzed and criticized, as well as the social management model of our country (mainly the concept of social management). The generalization and summary of the evolution of the management goal and management mode are the two prerequisites to explore the innovation of social management in China. The social management innovation also needs to have the corresponding logic construction, constructs the social management innovation theory logic from the social management innovation philosophy principle, the value appeal and the ethics angle of view, This will help us pay more attention to the guiding role of ideology and morality in social management innovation in the process of promoting social management innovation, respect individual interests, and gradually change the value orientation of over-emphasizing the national and collective interests. Promote the all-round development of people, promote cooperation and mutual assistance, stimulate people's enthusiasm and creativity, strengthen and enhance the pertinence and effectiveness of social management. In view of the evolution of the concept and mode of social management innovation in China, according to the theory construction logic of social management innovation, this paper puts forward two strategies: fair and just social concept and common governance management model.
