市级政府因公出国（境）管理电子化问题研究

【摘要】：信息技术是二十一世纪人类重要的发展成果,已经成为人们不可或缺的生活资源，潜移默化地丰富了社会发展的内涵。随着信息技术的不断发展和普及，人们逐步接受和习惯利用网络处理日常事务，客观上成为了历史发展的趋势和社会管理的需求。建设电子化服务型政府将极大地推进政府办事机构充分利用信息技术为社会提供更加方便、快捷的管理服务，同时也更加有利于政府信息公开，从而提高政府在公众心目中的公信力。因此，，政府在从事公共管理与服务过程中，充分利用信息技术建立电子政务平台是大众愿景和大势所趋。这是一个系统的工程，目前在一些领域和政府部门已经建立了电子政务平台，但还没有形成体系和完整的链条，同时原有的机制、体制，甚至办事流程等，还不能完全适应信息化时代的发展要求，有的还成为信息技术应用于政务的制约因素，从而影响人们对使用电子政务平台的信心。这需要有针对性地对原有的政务机制体制予以完善，对政府机构进行必要的重组和调整，以便更好地适应电子政务的需求。随着改革开放的不断深入，我国对外交往范围不断扩大，因公出国（境）逐步增多，为中国社会发展做出了巨大贡献，同时也对加强因公出国（境）的管理提出了新的挑战。虽然近几年，国家加强了规范管理力度，不断改进审批流程，提高办事效率，但是，在整个因公出国（境）审批流程中，仍普遍存在采用纸质文本传递的现状，既耗时又耗力，既增加政府开支，信息又不透明。无论怎样简化审批程序，在当今信息化时代，都颇显复杂。特别是利用公款出国（境）旅游现象不断被网络和其它媒体曝光，严重损害了党和政府的形象，也诱发了多方面的腐败问题。因此，需要改进因公出国（境）管理方式，不断完善电子化程度。本文通过对市级政府因公出国（境）管理电子化问题研究，探讨电子化在市级政府因公出国（境）管理中使用的可行性及因公出国（境）管理的有效空间，促进市级政府因公出国（境）管理更加规范、服务更加快捷便利，缩短审批流程，节约办公经费，以更加完善的措施和更加先进的技术加强市级政府因公出国（境）管理，贯彻落实中央八项规定，加强党风廉政建设和反腐倡廉工作，有效遏制因公出国（境）旅游现象的发生。笔者以市级政府因公出国（境）管理电子化为例，以窥一斑而见全豹的研究目的，通过对因公出国（境）管理电子化研究，期待以更合理更严谨的制度来管理因公出国（境），切实改进工作作风，更好地服务党和国家中心工作，并引发深层次的思考。本文结构如下：绪论部分通过以研究缘由、研究意义，国内外研究和实践现状、研究内容与方法等作为基础准备，对论文的写作思路进行了设计和规范。论文主体是市级政府因公出国（境）管理电子化现状及应用问题研究，共分三部分，具体内容包括：第一部分阐述了市级政府因公出国（境）管理电子化的概念和条件；第二部分探讨了市级政府因公出国（境）管理电子化的可行范围；第三部分研究了市级政府因公出国（境）管理电子化的有效空间，包括内网、外网、互联网空间的综合分析。结论部分主要总结了因公出国（境）管理电子化存在的问题，提出了推进因公出国（境）管理电子化建设的策略，要解决政务理念问题，需要相关法律制度来保障，倡导要按照“统一标准、共享资源、面向应用、保障发展”的原则，完善电子政务建设，按照“全面真实、及时便民”的原则，依法公开信息，按照“统筹规划、科学建设”的原则，加强组织领导，按照“加强服务、勤政廉洁”的原则，提高工作人员的素质，形成公正透明、廉洁高效的因公出国（境）管理运行机制。
[Abstract]:With the continuous development and popularization of information technology , people gradually accept and use the network to deal with the daily affairs and objectively become the trend of historical development and the demand of social management .

With the deepening of the reform and opening up , our country ' s external communication has been expanding continuously , which has made great contributions to the development of China ' s social development .

This paper discusses the feasibility of electronization in the management of the public going abroad ( state ) and the effective space of the public going abroad ( state ) management through the study of the electronic problem of the city government on the basis of the public going abroad ( state ) . It promotes the administration of the public going abroad ( state ) by the municipal government . The author hopes to strengthen the work style and better serve the Party and the National Center to improve the work style and better serve the Party and the National Center .

On the basis of research reasons , research significance , domestic and foreign research and practice situation , research contents and methods , the introduction part designs and codes the writing idea of the paper .

The main part of this paper is to study the current situation and the application problems of the municipal government in the light of the state of going abroad ( state ) , which consists of three parts : the first part expounds the concept and conditions of the electronic commerce of the municipal government on the basis of the public going abroad ( state ) ;
The second part discusses the feasible scope of the electronic commerce of the municipal government to go abroad ( state ) ;
The third part studies the effective space of the municipal government to manage the electronic commerce from the country ( state ) , including the comprehensive analysis of the inner network , the outer network and the Internet space .

Based on the principles of " unified standard , sharing resources , facing the application and safeguarding development " , we should improve the quality of the staff according to the principles of " united standard , shared resources , facing the application and safeguard development " , and improve the quality of the staff in accordance with the principles of " unified planning and scientific construction " .
