舟山市渔业循环经济发展问题研究

【摘要】：工业化的发展模式在现代化进程中发挥了重要作用,带来了经济的快速增长。但是随着工业化进程的加快,传统发展模式的弊端逐渐暴露出来：人口的爆炸式增长,对自然资源的过度开发掠夺,环境污染和生态破坏问题日益严重。目前舟山的海洋环境已经不堪重负,赤潮出现的频率逐年增加。旅游产业是当地经济发展的一个重要产业,因此更加需要保护环境,维持生态平衡。渔业是舟山的重要产业,发展渔业循环经济是舟山市农业发展的前景所在,也是舟山市经济发展的必由之路。在此背景下,研究舟山市渔业循环经济的发展问题,探索适合舟山市渔业循环经济的发展之路具有重要意义。本文首先对舟山市渔业循环经济基本状况进行了分析,着重分析渔业循环经济发展的历程、现状及存在的问题等。然后对舟山市发展渔业循环经济进行SWOT分析,了解舟山市发展渔业循环经济的优势、劣势、存在的机会与威胁。最后,结合相关理论及其他地方发展循环经济的经验,从政府、市场、企业的角度提出舟山市渔业循环经济发展的对策建议。舟山发展渔业循环经济的优势在于拥有丰富的海洋资源,便捷的交通条件,先进的捕捞技术、养殖技术和加工技术,雄厚的渔业捕捞实力,它的劣势在于水产品原料供应紧张,水产品加工企业规模偏小,渔业从业人员对循环经济认识不足,发展渔业循环经济的机会在于政府的大力支持,群岛新区的设立,经济发展的要求,其威胁是其他地区发展渔业循环经济的竞争,传统经济发展模式所带来的威胁。因此要抓住机遇,把劣势转化为优势。针对本文的研究,最后提出要从政府、企业和市场的角度推进渔业循环经济的发展。政府要积极构建渔业循环经济的制度框架,发挥政府职能加强公共管理,加大渔业循环经济的宣传教育力度；企业要积极开展实施渔业循环经济,积极开展技术引进和研发,加强企业间的战略联盟；要逐步推进竞争有序的市场体系建设。
[Abstract]:The development mode of industrialization has played an important role in the process of modernization and brought about rapid economic growth. However, with the acceleration of industrialization, the disadvantages of the traditional development model are gradually exposed: the explosive growth of population, over-exploitation and plunder of natural resources, environmental pollution and ecological destruction. At present, the marine environment of Zhoushan has been overwhelmed, and the frequency of red tide is increasing year by year. Tourism industry is an important industry in the development of local economy, so it is necessary to protect environment and maintain ecological balance. Fishery is an important industry in Zhoushan. Developing fishery circular economy is the prospect of agricultural development in Zhoushan and the only way to economic development in Zhoushan. Under this background, it is of great significance to study the development of fishery circular economy in Zhoushan City and to explore the road suitable for the development of fishery circular economy in Zhoushan City. In this paper, the basic situation of fishery circular economy in Zhoushan City is analyzed, and the course, present situation and existing problems of fishery circular economy development are analyzed. Then SWOT analysis is carried out to understand the advantages, disadvantages, opportunities and threats of developing fishery circular economy in Zhoushan City. Finally, combining with relevant theories and experiences of other places to develop circular economy, this paper puts forward countermeasures and suggestions for the development of fishery circular economy in Zhoushan from the angle of government, market and enterprise. The advantage of developing fishery recycling economy in Zhoushan lies in its abundant marine resources, convenient transportation conditions, advanced fishing technology, breeding technology and processing technology, and strong fishing strength. Its disadvantage lies in the tight supply of raw materials for aquatic products. The scale of aquatic products processing enterprises is on the small side, and fishery practitioners have insufficient understanding of circular economy. The opportunities for developing circular fisheries economy lie in the strong support of the government, the establishment of the new archipelagic area and the requirements of economic development. Its threat is the competition of developing fishery circular economy in other regions and the threat brought by traditional economic development mode. Therefore, we should seize the opportunity and turn the inferiority into an advantage. In view of the research of this paper, it is put forward that the development of fishery circular economy should be promoted from the angle of government, enterprise and market. The government should actively set up the institutional framework of fishery circular economy, give full play to government functions, strengthen public administration, increase publicity and education on fishery circular economy, and enterprises should actively carry out fishery circular economy and actively carry out technology introduction and research and development. Strengthen the strategic alliance between enterprises, and gradually promote the construction of an orderly competitive market system.
