成都市公共体育服务的现状研究

【摘要】：本文是以成都市的公共体育服务构建为主要研究对象,在研究过程中充分考虑到了成都市作为西部的重要城市,在各项社会改革中具有很强的示范作用,在城市的社会管理中也一样具有这样的作用。因此本文重点是通过成都市在公共体育服务中的构建研究来探讨西部地区在这方面的经验与做法。本文在研究过程中首先是研究公共体育服务的理论,在结合成都市的现实情况,实际的构建成效,以及在构建中存在的问题,最后在结合这些问题提出政策建议。本文的第一部分主要是论文的绪论,交待本文的研究背景、研究目的和研究意义,并且通过文献搜集的方法将国内外对公共体育服务的研究现状进行了整理和阐述,为文章下一步的研究奠定基础。第二部分是文章的理论基础阶段,文章通过对公共体育服务的形成过程,公共管理理论的形成,公共体育服务的概念、内涵以及作用都进行了细致的论述,为下文的分析奠定了良好的理论基础。第三部分中,本文重点关注了成都市对公共体育服务中的需求,包括成都市居民对体育锻炼的需求以及成都市构建公共体育服务的必要性分析。第四部分介绍成都市构建公共体育服务的现状,从政府行政组织、政策保障、体育活动开展、体育设施建设情况等了解成都市的现状。第五部分,本文主要探讨了成都市在构建公共体育服务中存在的不足之后,虽然成都市在构建服务中取得了很大的成绩,但是仍存在一些问题,这些问题也制约了公共体育服务的推广。第六部分,在了解成都市存在的不足之后,本文提出了成都市完善公共体育服务的一些政策建议。由于时间关系以及作者的研究能力问题,本文的研究中存在许多的不足,主要表现在文章的理论研究尚不深刻。由于今后我国政府职能的转变,关于公共体育服务的研究将会越来越多。
[Abstract]:This paper takes the construction of public sports service in Chengdu as the main research object, fully considers Chengdu as an important city in the west of China, and plays a strong exemplary role in various social reforms. The same is true of the social management of the city. Therefore, this paper focuses on the study of the construction of Chengdu in public sports services to explore the experience and practice in this area in the western region. This paper first studies the theory of public sports service, combining the reality of Chengdu, the actual construction results, as well as the problems in the construction, and finally puts forward policy recommendations in combination with these problems. The first part of this paper is the introduction of the paper, which describes the research background, purpose and significance of the research, and through the method of literature collection, the research status of public sports services at home and abroad are summarized and expounded. To lay a foundation for the next research. The second part is the theoretical basis of the article, the article through the formation of public sports services, the formation of public management theory, the concept of public sports services, connotation and role are discussed in detail. It lays a good theoretical foundation for the analysis below. In the third part, this paper focuses on the demand for public sports services in Chengdu, including the needs of Chengdu residents for physical exercise and the necessity of constructing public sports services in Chengdu. The fourth part introduces the present situation of constructing the public sports service in Chengdu, and understands the present situation of Chengdu from the government administration organization, the policy guarantee, the sports activity development, the sports facility construction and so on. In the fifth part, this article mainly discusses the deficiency of Chengdu in the construction of public sports service, although Chengdu has made great achievements in the construction of service, but there are still some problems. These problems also restrict the promotion of public sports services. The sixth part, after understanding the deficiency of Chengdu, this paper puts forward some policy suggestions on how to perfect the public sports service in Chengdu. Because of the time relation and the author's research ability, there are many shortcomings in the research of this paper, mainly because the theoretical research of this paper is not deep. Due to the change of government function in the future, the research on public sports service will be more and more.
