潍坊市农产品质量安全监管问题及对策研究

【摘要】：进入21世纪,我国农业发展迅速,农产品供求关系趋于缓和,人们对于农产品的选择空间越来越大,从以往追求数量开始转向注重质量安全,可由此暴露出来的农产品质量安全问题也越来越多,农产品质量安全问题成为制约我国农业和农村经济发展亟待解决的重大问题。农产品质量安全问题如若解决不好,不仅危害广大人民的身心健康和生命安全,而且还会因此影响整个社会和经济秩序的稳定。本文正是在这样的背景下,依据公共物品、市场失灵、全面质量管理、新公共管理等公共管理理论,查找潍坊市农产品质量安全监管存在的问题,并提出解决对策。本文共分六个部分,第一部分从总体上介绍了研究的目的、意义、研究综述、研究方法等内容。第二部分介绍了农产品质量安全管理的相关概念和基本理论,阐述了政府公共管理与农产品质量安全监管的内在关系。第三部分梳理了我国农产品质量安全监管的历史阶段以及我国各地对于农产品质量安全监管的实践探索,介绍了目前潍坊市农产品质量安全监管的情况。第四部分重点查找了潍坊市农产品质量安全监管环节中存在的问题,并对产生的原因从污染、思想、机制、制度设计、政策等方面进行了分析。第五部分概括了主要发达国家和地区农产品质量安全监管的几种模式,并对发达国家和地区政府加强农产品质量安全监管的经验进行了总结。第六部分在对问题分析和经验借鉴的基础上,提出通过加大农业投入品监管力度、加强源头控制,建立市场准入准出制度、转变经营方式,健全完善监管检测体系、提高监管能力,强化信息披露和交流、消除信息不对称,加强农业执法体系建设、提高执法能力,明确政府部门职责、加大考核问责力度这六个方面来加强潍坊市农产品质量安全监管。农产品质量安全监管工作是一项长期艰巨的任务,必须进一步强化服务型政府在农产品质量安全监管中的作用,实现对农产品质量安全“从农田到餐桌”的全程无缝隙监管,最大限度地保障农产品质量安全,使老百姓吃得放心、吃得安心,切实维护农产品市场秩序和广大消费者的合法利益。
[Abstract]:In the 21st century, with the rapid development of agriculture in our country, the relationship between supply and demand of agricultural products tends to ease, and people have more and more space to choose agricultural products. From the pursuit of quantity in the past to the emphasis on quality and safety, The problems of quality and safety of agricultural products are becoming more and more, and the problem of quality and safety of agricultural products has become an important problem to be solved urgently in the development of agriculture and rural economy in China. If the problem of agricultural product quality and safety is not solved properly, it will not only endanger the physical and mental health of the people and the safety of their lives, but also affect the stability of the whole social and economic order. Under this background, according to public goods, market failure, total quality management, new public management and other public management theories, this paper looks up the problems existing in the quality and safety supervision of agricultural products in Weifang, and puts forward some countermeasures. This paper is divided into six parts. The first part introduces the purpose, significance, research summary, research methods and so on. The second part introduces the related concepts and basic theories of agricultural product quality and safety management, and expounds the internal relationship between government public management and agricultural product quality and safety supervision. The third part combs the historical stage of the quality and safety supervision of agricultural products in our country and the practical exploration of the quality and safety supervision of agricultural products in various parts of our country, and introduces the current situation of the quality and safety supervision of agricultural products in Weifang City. The fourth part focuses on looking up the problems in the supervision of the quality and safety of agricultural products in Weifang, and analyzes the causes from pollution, thought, mechanism, system design, policy and so on. The fifth part summarizes several models of agricultural product quality and safety supervision in main developed countries and regions, and summarizes the experiences of governments in developed countries and regions in strengthening the supervision of agricultural product quality and safety. In the sixth part, on the basis of the analysis of the problems and experience, the author puts forward that through strengthening the supervision of agricultural inputs, strengthening the control of the source, establishing the system of market access, changing the mode of operation, and perfecting the supervision and inspection system, To improve the ability of supervision, to strengthen information disclosure and exchange, to eliminate information asymmetry, to strengthen the construction of agricultural law enforcement system, to improve the ability of law enforcement, and to clarify the responsibilities of government departments, Increase the assessment and accountability of these six aspects to strengthen Weifang quality and safety supervision of agricultural products. The supervision of agricultural product quality and safety is a long-term and arduous task. We must further strengthen the role of service-oriented government in the supervision of agricultural product quality and safety, and realize the seamless supervision of agricultural product quality and safety "from farmland to dining table". To ensure the quality and safety of agricultural products to the maximum extent, so that the common people can eat safely and eat safely, and earnestly safeguard the order of the agricultural products market and the legitimate interests of the broad masses of consumers.
