新公共管理视角下新疆县级医院人力资源管理问题研究

【摘要】:在经济转型及医改推进的大背景下,国务院和卫生部要求医疗体系建设要强基础,优先发展县级医院。随着“一带一路”战略的提出,新疆确定了“一带一路”上的“五大中心”,其中之一就是“医疗服务中心”。新疆县级医院的发展却受制于人力资源,如何提高人力资源的管理水平,提高县级医院的核心竞争力是现阶段医院管理者首先要解决的问题。新公共管理理论提出的借鉴私营企业的管理方式,既强调以人为本的管理理念,同时又注重市场化竞争。打破传统政府以及其他公共管理部门偏重控制忽略沟通的管理理念,重新界定公共部门与市场的关系,改变其偏重效能忽略成本管理方式。研究公共管理理论的学者提出的若干管理模式,对医院人力资源的管理有十分重要的借鉴价值。本文运用发放调查问卷,重点访谈等方法,对阿勒泰市人民医院人力资源管理方面的问题进行分析,得出以下结论:县级医院人力资源管理存在的问题包括人力资源管理理念落后,激励不足;人力资源管理制度不健全;“双重权威”冲突,管理效率不高。导致这些问题的原因包括经济转型时期医院缺少自主权;行业定位不准确;忽视人力资源管理重要性。在新公共管理视角下找出的相应对策包括转变人力资源管理观念,加强激励管理;健全人力资源管理制度,加强人力资源的配置和培训;实施市场化管理,提高人力资源管理效率;积极推行弹性化管理,提高员工满意度;建立“心理契约”完善医院文化。
[Abstract]:In the context of economic transformation and medical reform, the State Council and the Ministry of Health require that the medical system should be built on a strong basis, giving priority to the development of county-level hospitals. With the development of "Belt and Road" strategy, Xinjiang has identified "five centers" on "Belt and Road", one of which is "medical service center". However, the development of county-level hospitals in Xinjiang is restricted by human resources. How to improve the management level of human resources and improve the core competitiveness of county-level hospitals are the first problems to be solved by hospital administrators at the present stage. The new public management theory puts forward to draw lessons from the management mode of private enterprises, which not only emphasizes the idea of people-oriented management, but also pays attention to market competition. Break the traditional government and other public management departments emphasis on control neglect of communication management concept, redefine the relationship between the public sector and the market, change its emphasis on efficiency neglect of cost management. Some management models put forward by scholars who study public management theory have very important reference value for the management of hospital human resources. This paper analyzes the problems in human resource management of the people's Hospital of Altay by means of questionnaire, key interview and so on. The following conclusions are drawn: the problems of human resource management in county-level hospitals include backward concept of human resource management, insufficient incentive, imperfect system of human resource management, conflict of "dual authority" and low efficiency of management. The causes of these problems include the lack of autonomy of hospitals in the period of economic transformation, the inaccurate positioning of the industry, and the neglect of the importance of human resource management. The corresponding countermeasures from the perspective of new public management include changing the concept of human resource management, strengthening incentive management, perfecting the system of human resource management, strengthening the allocation and training of human resources, implementing market-oriented management, Improve the efficiency of human resource management, actively promote flexible management, improve employee satisfaction, and establish "psychological contract" to perfect hospital culture.
