互联网对中国政府决策的影响研究

【摘要】：互联网的发展是人类社会发展的产物,从现实世界构建虚拟的网络世界,这个网络世界又是以现实世界为基础,同时也是为现实世界服务的。网络的发展对人的生活产生了巨大的影响。从公共管理的视角来看,对中国政府决策也产生了很大的影响。这些影响既有正面的,也有负面的。本文主要从网络发展的现状分析,深入探讨网络发展过程中对政府决策的正面作用和负面影响,并进一步分析其出路,以期为网络问政、网络参政、网络施政提供一些启发,特别是分析对中国政府决策的影响和启示。网络发展的现状,主要体现在网民的快速增加,网络用途不断扩展,网络沟通在迅速发展,网民年龄与学历等不均衡性,网络问政、网络参政成为公共管理的重要形式。互联网对政府决策的积极作用主要包括：互联网对政府决策起到推动作用,提高行政效率；互联网对政府决策起到监督作用,促使廉洁行政；互联网使政府决策的信息来源更多,提高决策科学性；互联网的发展进一步推进中国特色社会主义民主化进程。互联网对政府决策的消极影响主要包括：数字鸿沟问题：群体极化现象：网络谣言。针对上述的情况和问题,本文主要提出了加强网络对政府决策影响管理和引导的对策。首先是加强政府网站建设以吸纳网民的对策建议,这主要从加大政府部门的网络人才培训和引进、网站更新制度化、政府网站开设网民交流的专区、创造条件让网民监督政府四大方面进行努力。其次是制度创新以引导公民参与决策过程,通过建立广纳民意的奖励制度、营造公民有序政治参与的文化氛围、建立科学合理的网络政治参与制度来进行。第三个方面是网络实名制改革以形成负责任的网评,开辟实名制论坛,如强国论坛等,要规范政府相关部门的行为,避免产生与现实社会中一样的网民不敢说真话的现象。第四个方面是创建更多的公共论坛以促进协商民主,主要是创建以某一决策讨论为主题的论坛、建设对政府工作献计献策的主题论坛、建设以科学统计和分析为基础的网民投票和表达意愿的论坛。互联网既是工具,同时开拓了公共管理的一个重要领域,在这个领域里,深入科学地进行研究,从而利用互联网是公共管理在网络化时代唯一的理智的选择。但需要研究的课题亦是无穷尽的,文章从公共管理的视角,选取一个小的角度切入,以期能对网络化的公共管理有所启发。
