网络治理视阈下城市社区治理创新的整合逻辑与运作策略

【摘要】：社会治理实际组织运作中,同时存在科层、市场及网络三个理想类型,但是现有研究大多数皆聚焦于其中一个,忽略了它们之间的关系。城市社区治理创新需要综合这三种模式,即通过科层规则确保稳定与公平、市场竞争确保弹性与机会、社群网络确保贴近公民需求,同时逐步调整三种治理模式的分配结构。由传统重视科层治理模式,转向新公共管理强调的市场治理模式,同时,更要强化网络治理模式的地位。具体的运作策略需要涵盖结果导向、市场竞争与公民参与三大理念。
[Abstract]:There are three ideal types of social governance in practical organization operation: branch layer, market and network. However, most of the existing researches focus on one of them and ignore the relationship between them. The innovation of urban community governance needs to synthesize these three models, that is, to ensure stability and fairness through branch rules, to ensure flexibility and opportunity in market competition, to ensure that social network is close to the needs of citizens, and to gradually adjust the distribution structure of the three governance modes. It is necessary to strengthen the position of the network governance model from the traditional management mode to the market governance model emphasized by the new public management. The concrete operation strategy needs to cover three major concepts: result-oriented, market competition and citizen participation.
