顶层设计与泥泞前行:中国国家治理现代化之路

【摘要】：党的《十八届三中全会决定》提出了全面深化改革的总目标就是要"完善和发展中国特色社会主义制度,推进国家治理体系和治理能力的现代化"。本文首先对这个重大历史命题提出的历史背景进行了分析。然后,对国家治理的内涵从基本政治制度、价值体系、治理体系、治理能力等四个方面进行了阐释,提出了中国国家治理现代化之路是一个顶层设计与泥泞前行相结合的过程。同时,对国家治理现代化所面临的一些重大挑战进行了深入的分析,包括多重转型叠加导致政策问题识别困难,目标模式多元导致改革路径曲折,以及现实与理论脱节导致现代治理难以推行。最后,对公共管理学界的同行如何参与国家治理现代化研究提出了期望。
[Abstract]:The "decision of the third Plenary session of the 18th CPC Central Committee" put forward the general goal of deepening the reform in an all-round way is to "improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance ability." This paper first analyzes the historical background of this important historical proposition. Then, it explains the connotation of national governance from four aspects: basic political system, value system and governance ability, and points out that the road of Chinese national governance modernization is a process of combining top-level design and muddy advance. At the same time, some major challenges faced by the modernization of national governance are deeply analyzed, including the difficulty of identifying policy problems caused by the superposition of multiple transformations, and the twists and turns of the reform path caused by the diversification of the target pattern. And the disconnection between reality and theory leads to the difficulty of carrying out modern governance. Finally, the author puts forward the expectation on how to participate in the study of modernization of state governance in the field of public administration.
