高校毕业生就业服务体系建设研究

【摘要】：自1999年我国实施“高校扩招”教育改革政策以来,一方面确实达到了当时“带动内需、刺激消费、促进经济增长、缓解就业压力”的扩招目标,高等教育的发展也进入了一个新的阶段,更多的国人能够享受更高学历的教育,国民素质也得到了极大提高。但另一方面,我国的就业政策也由“包分配”方式转向了“双向选择,自主择业”的方式。近些年,高校毕业生的就业压力逐渐加大,俨然成为影响社会稳定关于经济发展之大问题。从宏观层面来讲,这一方面是由“精英教育”向“大众教育”转变后毕业生综合素质下降造成的;另一方面,则是毕业生数量增长过快的原因。数据显示,1999年,我国高校毕业生数量仅为159万人,而2015年,我国高校毕业生人数达到了749万人。16年的时间内我国高校毕业生增长了近5倍。随之带来的则是越来越高的大学生失业率。然而,在宏观环境短时间内很难改变的现实条件下,高校作为大学生能力培养的主要载体,作为大学生需找合适工作的重要依托,作为连接高校毕业生和招聘单位的桥梁,其高校毕业生就业指导服务水平的高低对大学生就业起着至关重要的作用。本研究运用公共管理研究相关理论与知识,结合笔者在沧州师范指导和服务毕业生就业的工作经历,首先对我国高校毕业生就业现状和影响就业的因素进行了一定分析;其次,对我国当前高校毕业生就业指导服务体系的建设现状及运行情况进行了介绍;最后,在对沧州师范学院就业指导服务体现建设过程中的问题进行分析的基础上,从加强思想政治教育、健全服务体系队伍、改进服务体系方式、丰富服务体系内容和加强服务信息网络建设五个方面提出了健全我国高校就业指导服务体系的建议对策。
[Abstract]:Since the implementation of the educational reform policy of "expanding enrollment in colleges and universities" in 1999, on the one hand, China has indeed achieved the goal of "stimulating domestic demand, stimulating consumption, promoting economic growth and alleviating the pressure of employment" at that time. The development of higher education has entered a new stage, more people can enjoy higher education, national quality has been greatly improved. But on the other hand, the employment policy of our country also changed from the way of "package distribution" to the way of "two-way choice and independent choice of employment". In recent years, the employment pressure of college graduates has gradually increased, which has become a major problem affecting social stability and economic development. On the macro level, this is caused by the decline of the comprehensive quality of the graduates after the transformation from "elite education" to "mass education", on the other hand, it is the reason for the rapid growth of the number of graduates. The data show that in 1999, the number of college graduates in China was only 1.59 million, but in 2015, the number of college graduates reached 7.49 million. In 16 years, the number of college graduates in China has increased nearly fivefold. What brings along is the higher and higher unemployment rate of college students. However, under the realistic condition that the macro environment is difficult to change in a short period of time, colleges and universities, as the main carrier of college students' ability cultivation, as the important support for college students to find suitable jobs, serve as a bridge between college graduates and recruitment units. The level of employment guidance service for college graduates plays a vital role in the employment of college students. This study uses the relevant theories and knowledge of public management research, combined with the author's work experience of guiding and serving graduates' employment in Cangzhou normal University, firstly analyzes the present employment situation of college graduates in China and the factors that affect employment; secondly, it analyzes the factors that affect the employment of college graduates. This paper introduces the present situation and operation of the employment guidance service system for college graduates in China. Finally, it analyzes the problems in the construction process of the employment guidance service of Cangzhou normal University. From five aspects of strengthening ideological and political education, perfecting service system, improving service system, enriching service system content and strengthening service information network construction, this paper puts forward some suggestions and countermeasures to perfect employment guidance service system in colleges and universities in China.
