我国非政府组织有效参与公共政策制定的路径探析

【摘要】：党的十八大提出，要坚持科学决策、民主决策、依法决策，健全决策机制和程序，发挥思想库作用。伴随着公民社会的兴起与发展，公众利益诉求逐渐成为常态，对于旨在调节社会利益的公共政策而言，政府不再是惟一制定者与决定者，更多的公众以组织的形式将自身的利益加以表达，非政府组织参与政府公共政策已是现代社会发展的必然趋势，非政府组织参与政策过程对于平衡多元社会利益，推动政府民主决策和科学决策并实现国家制度现代化，进而提高国家“软实力”具有重要意义。在我国非政府组织参与公共政策的实践中，非政府组织的参与活动蓬勃发展，却仍然存在着非政府组织自身发展程度较低，，制度内的参与渠道却利用不足，新渠道缺乏，参与效果有限等问题，以致于公众利益诉求无法满足，导致政策对性不强、可接受性差。本文以我国非政府组织参与政策的现状出发，通过了解非政府组织参与政策的范围、内容、方式以及效果等，试图了解我国非政府组织在政策参与中所扮演的角色及其运作模式，并以此为切入点指出当前中国非政府组织在政策参与中所面临的法律体系不健全、运作资金不足、专业人才缺乏和监督乏力等现实问题，并进一步分析了造成这些问题的具体原因；最后从法律、制度以及非政府组织自身的建设等层面有针对性地提出了相应的对策，以解决现实中可能出现的政府和市场的“双重失灵”，提高政府决策能力，推动我国公共管理的民主化和科学化，从而提高公共政策的信度与效度。
[Abstract]:The 18th National Congress of the Party proposed that we should adhere to scientific and democratic decision-making, make decisions according to law, improve decision-making mechanisms and procedures, and give play to the role of think tanks. With the rise and development of civil society, public interest demands gradually become the norm, for the purpose of regulating the social interests of public policies, the government is no longer the only maker and decision-maker. More and more people express their own interests in the form of organization. The participation of non-governmental organizations in government public policy has become an inevitable trend in the development of modern society, and the participation of non-governmental organizations in the policy process has contributed to the balance of pluralistic social interests. It is of great significance to promote the democratic and scientific decision-making of government and to realize the modernization of national system, and then to improve the "soft power" of the country. In the practice of non-governmental organizations participating in public policy in our country, the participation activities of non-governmental organizations flourish, but there is still a relatively low level of development of non-governmental organizations themselves, but the participation channels in the system are underutilized and lack of new channels. Due to the limited effect of participation, the public interest demands can not be satisfied, which leads to the weak policy and poor acceptability. Based on the current situation of the participation policy of non-governmental organizations in China, this paper tries to understand the scope, content, method and effect of the participation policy of non-governmental organizations. This paper tries to understand the role of Chinese non-governmental organizations in policy participation and its operation mode, and points out that the current legal system of Chinese non-governmental organizations in policy participation is not perfect and the operating funds are insufficient. Some practical problems, such as lack of professional talents and lack of supervision, are further analyzed. Finally, the corresponding countermeasures are put forward from the aspects of law, system and the construction of non-governmental organizations themselves. In order to solve the "double failure" of government and market, to improve the ability of government decision-making, to promote the democratization and scientization of public management in our country, and to improve the reliability and validity of public policy.
