【摘要】：随着信息技术的不断进步,电子政务的普及成为全球信息化时代的趋势。政府门户网站作为电子政务公共服务窗口,其运行、管理和发展水平,是直接衡量一个国家和地区电子政务建设水平的标志,其重要性越来越引起社会各界的广泛重视。在“不可衡量,则无法管理”的新公共管理理论的理念下,建设法治、高效、透明的服务型政府,绩效评估是重要的手段。目前的政府网站指标体系逻辑关系不明显、评估体系和方法缺乏统一的标准,要使政府网站成为优秀的公共服务提供者,一个行之有效、全面统一的绩效评估模型必不可少。本论文以政府网站提供的服务为主要测评对象,运用层次分析法和模糊综合评价法等分析方法,提出了一种改进的三维逻辑框架结构,建立网站流量维度数学模型。此研究不仅丰富了绩效评估模型的方法理论,而且对政府网站绩效评估工作也具有一定的实践意义。主要研究工作有以下几个方面： 1.通过对国内外的绩效评估模型研究、分析和对比,针对政府网站的定位和发展,首次提出了一种应用于服务型政府门户网站的“模块指标-网站流量-满意度”三维逻辑框架绩效评估模型。 2.本文重点提出和建立了网站流量的数学模型,并与AHP-模糊综合评价数学模型相结合,完善了目前的网站绩效评估方法,有效地提高网站绩效评估的科学性和客观性,实现对服务型政府门户网站的绩效评估,保证了绩效评估效用最大化。 3.基于三维逻辑框架设计一个服务型政府门户网站绩效评估系统并部分实现。通过对评估体系和模型进行验证,证明其可行性和有效性。
[Abstract]:With the development of information technology, the popularization of e-government has become the trend of the global information age. As a public service window of e-government, the government portal is a symbol of the level of E-government construction, which is directly measured by the level of operation, management and development of a country and a region, and its importance has attracted more and more attention from all walks of life in the society. Under the new public management theory of "can't be measured, can't be managed", performance evaluation is an important means to build a service-oriented government with rule of law, high efficiency and transparency. At present, the logical relationship of the government website index system is not obvious, and the evaluation system and methods lack of uniform standard. In order to make the government website become an excellent public service provider, an effective, comprehensive and uniform performance evaluation model is essential. This paper takes the service provided by the government website as the main evaluation object, uses analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, puts forward a kind of improved three-dimensional logical frame structure, and establishes the mathematical model of website traffic dimension. This research not only enriches the method theory of performance evaluation model, but also has certain practical significance to the government website performance evaluation. The main research work has the following aspects: 1. Through the research, analysis and comparison of the performance evaluation model at home and abroad, aiming at the positioning and development of the government website, For the first time, a performance evaluation model of "Module Indexes-website Traffic-satisfaction" for service-oriented government portals is proposed. 2. This paper puts forward and establishes the mathematical model of website traffic, and combines with the mathematical model of AHP- fuzzy comprehensive evaluation, improves the current website performance evaluation method, and effectively improves the scientific and objective of website performance evaluation. To achieve the performance evaluation of service-oriented government portals, to ensure the maximum effectiveness of performance evaluation. 3. 3. Based on three-dimensional logic framework, a service-oriented government portal performance evaluation system is designed and partially implemented. The feasibility and validity of the evaluation system and model are proved by the verification of the evaluation system and model.
