泰州市政府应对退休人员网络舆情研究

【摘要】：随着我国社会经济建设的不断推进,人口的增长速度不断减退,以及老龄化社会的到来,退休人员的数量在迅速增加,逐渐形成了个数量庞大的群体。他们的社会保障服务、思想工作,常常被弱化,甚至是忽视,这样往往就会对单位,以及社会产生一定的负面影响。同时随着互联网的不断普及、退休前的工作需要或者习惯,退休人员中利用互联网上的社交网络、反映自身的情况、想要得到的关注和理解的人数也在不断地增加。地方政府如何在社交网络的背景下,应对退休人员反映的舆情,倾听他们的“心声”、了解他们的状况,满足他们的需求、对他们的思想进行有效地疏导,是政府加强公共管理、社会服务,推进和谐社会建设不可缺少的一部分。首先对社交网络背景下地方政府应对退休人员网络舆情的理论进行了分析,明确了相关概念,明晰了退休人员舆情表达的特征及其在网络背景下表达舆情的渠道,同时,就地方政府的应对方式和程序做了阐述。对于泰州市政府应对退休人员舆情的个案分析本文采用问卷调查法,通过问卷调查的形式了解泰州市退休人员的舆情现状,并通过对问卷内容的梳理与分析,得出目前泰州市政府应对退休人员舆情时存在的问题,同时剖析出现问题的深层原因。根据调查发现的问题,提出提高市政府应对退休人员网络舆情效率的对策。本文所进行的研究,即是通过泰州市政府在应对退休人员舆情的事例研究,深入分析泰州市退休人员群体的总体特征,找出泰州市政府在应对退休人员舆情方面的不足之处和成功的地方,然后提出切实可行的对策,进行引申,希望地方政府能够利用网络这个成本相对“低廉”的平台,进一步了解退休人员的所需、所感、所想,针对他们的诉求,拿出具有针对性的、切实可行的政策或措施,保障退休人员的权益,对他们进行有效地应对或者安抚他们的情绪,维护社会的和谐稳定、推进我国养老保障事业的发展,都具有很强的现实意义。
[Abstract]:With the development of China's social and economic construction, the increasing speed of population and the arrival of aging society, the number of retirees is increasing rapidly, and a large number of groups are gradually formed. Their social security services, ideological work, are often weakened, or even ignored, which will often have a certain negative impact on the unit, as well as the society. At the same time, with the popularity of the Internet, the work needs or habits before retirement, the number of retirees using the social network on the Internet to reflect their own situation, the number of people who want to get attention and understanding is also increasing. How can local governments, in the context of social networks, respond to the public opinions of retirees, listen to their "voices," understand their situation, meet their needs, and channel their ideas effectively? It is an indispensable part of the government to strengthen public management, social services and promote the construction of a harmonious society. First of all, it analyzes the theory that local government should network public opinion of retirees under the background of social network, clarifies the related concepts, clarifies the characteristics of public opinion expression of retired people and the channels of expressing public opinion under the network background, at the same time, This paper expounds the ways and procedures of the local government. Case study on the Public opinion of retired people in Taizhou City this paper adopts questionnaire survey to find out the current situation of public opinion of retired people in Taizhou City by means of questionnaire survey and combs and analyzes the contents of the questionnaire. The existing problems of Taizhou government in response to the public opinion of retired people are obtained, and the deep causes of the problems are analyzed at the same time. According to the problems found in the investigation, this paper puts forward some countermeasures to improve the efficiency of the municipal government in responding to the network public opinion of retirees. The research carried out in this paper is to analyze the overall characteristics of retired population in Taizhou City through the case study of Taizhou government dealing with the public opinion of retired people. To find out the shortcomings and successes of Taizhou City government in dealing with the public opinion of retired people, and then put forward practical countermeasures and extend it, hoping that the local government can make use of the network, which is a relatively "cheap" platform. To further understand the needs, feelings, and thoughts of retirees, to come up with targeted and practical policies or measures to protect the rights and interests of retirees, to respond effectively to them or to appease them, It is of great practical significance to maintain social harmony and stability and to promote the development of endowment security in China.
