【摘要】：社会扶贫是指我国政府专职扶贫机构以外的所有扶贫主体实施的,组织和动员社会上各种力量共同开展的扶贫活动和扶贫行为的总合。政府扶贫资金投入有限,远远不能满足广大贫困群体脱贫的全部需要。因此,简单的财政扶贫只能作为扶贫开发的引子,起到“粘附效应”和杠杆作用,只有充分调动多种社会力量,综合利用各类扶贫资源,有效发挥资源的聚合效应和整体使用效益,才能构建政府引导、全社会共同参与的“大扶贫”格局,保证扶贫工作得以全面推进。本文以回顾昆明市扶贫工作的发展历程,探讨自昆明市社会扶贫开发服务中心成立以来,昆明市社会扶贫的现状与成效。以新公共管理为理论基础,论述了昆明市社会扶贫工作中主要存在瞄准对象不准、双方意愿矛盾、角色定位不清、资金监管不力等导致社会扶贫效率不高的问题,并分析其成因。文章最后分别从创新机制体制,构建完善的社会扶贫体系、提供公共服务,加强基础设施建设、转变政府职能,推进社会扶贫市场化运作、明确政府定位,强化贫困群体主体地位等方面,对昆明市社会扶贫工作提出对策建议,以期提高昆明市社会扶贫层次和水平。
[Abstract]:Social poverty alleviation refers to the sum of poverty alleviation activities and poverty alleviation activities that are carried out by all the main bodies of poverty alleviation, which are carried out by all kinds of forces in the society except the government's full-time poverty relief institutions. The government's limited investment in poverty alleviation is far from meeting all the needs of poverty relief for the vast number of poor groups. Therefore, simple fiscal poverty alleviation can only serve as an introduction to poverty alleviation and development and play a "adhesion effect" and a lever role. Only by fully mobilizing a variety of social forces and comprehensively utilizing all kinds of poverty alleviation resources, Only by giving full play to the aggregate effect of resources and the overall utilization benefit can we construct a "great poverty alleviation" pattern under the guidance of the government and the participation of the whole society, so as to ensure that the work of poverty alleviation can be pushed forward in an all-round way. This paper reviews the development of poverty alleviation in Kunming, and discusses the present situation and effect of social poverty alleviation in Kunming since the establishment of the Social Poverty Alleviation and Development Service Center in Kunming. Based on the new public management, this paper discusses the main problems in the social poverty alleviation work in Kunming, such as the inaccuracy of the target, the contradiction of the will of both sides, the unclear positioning of the role, the weak supervision of the funds, and so on, which lead to the low efficiency of social poverty alleviation. And analyze its cause of formation. Finally, from the innovation mechanism system, to construct the perfect social poverty alleviation system, to provide the public service, to strengthen the infrastructure construction, to transform the government function, to promote the social poverty alleviation market operation, and to define the government's position. In order to improve the level and level of social poverty alleviation in Kunming, countermeasures and suggestions are put forward in order to strengthen the main body status of the poor groups in order to improve the level and level of social poverty alleviation in Kunming.
