基于政府职能的绩效评估指标体系构建

【摘要】:有效开展政府绩效评估是现代公共管理的前沿课题,也是促进政府管理创新、推进行政体制改革的有效工具,它不仅有利于政府绩效的提高,也有利于政府职能的进一步转变。从本质上而言,政府绩效评估就是对政府职能履行情况以及所产生的效果进行考核,是针对政府或者某一政府部门的职能及其行使情况开展的。政府职能内容决定了政府绩效评估指标体系的具体内容,政府工作重心决定着评估指标体系的权重分布,政府的职能关系决定着绩效评估指标体系的结构设置。因此,构建科学合理的政府绩效评估指标体系必须以科学定位政府职能为前提。 多年来,我国在深化行政体制改革上作了许多有益的理论研究和实践探索,大力推进政府职能转变,并取得了一定的成效,新形势、新环境以及新需求对政府职能提出了更新、更高的要求,政府职能的转变决定了政府绩效评估指标体系必须随之加以完善,也对构建科学合理的指标体系提出了一些新要求。随着这绩效评估的引入和发展,我国学术界众多专家学者和各级地方政府都对如何构建科学合理的政府绩效评估指标体系进行了许多思考和实践,并取得了一定成效,许多地方形成了绩效评估模式并构建了一些具有代表性的指标体系。然而,,在构建我国政府绩效评估指标体系的理论探索和实践过程中还存在一些不足之处不容忽视。总体而言,就是我国政府绩效评估指标体系还存在着与政府职能相背离的问题。我们必须积极采取措施,准确定位政府职能,明确指标内容与权重,合理构建政府绩效评估指标体系,来科学指导政府绩效评估,正确引导政府行为。 本文从研究政府职能和政府绩效评估体系的理论入手,深入分析了政府职能和政府绩效评估体系的关系,指出当前我国政府主要职能,从构建流程、构建原则和总体框架三个方面分析了我国政府绩效评估指标体系的职能体现。结合近年来我国政府绩效评估指标体系的实践模式,指出我国政府绩效评估指标体系存在的最突出问题就是与政府职能相背离。针对造成这一突出问题的原因,要采取措施,以准确定位政府职能为前提,公众满意度为导向,构建科学合理的政府绩效评估指标体系促进政府职能转变,提高政府绩效。
[Abstract]:Effective government performance evaluation is not only the frontier subject of modern public management, but also an effective tool to promote the innovation of government management and promote the reform of administrative system. It is not only conducive to the improvement of government performance, but also conducive to the further transformation of government functions. In essence, government performance evaluation is to evaluate the performance of government function and its effect. It is aimed at the function of government or a government department and its performance. The content of government functions determines the specific content of the government performance evaluation index system, the focus of government work determines the weight distribution of the evaluation index system, and the function relationship of the government determines the structure of the performance evaluation index system. Therefore, the establishment of scientific and reasonable government performance evaluation index system must be based on the scientific positioning of government functions. Over the years, China has made many beneficial theoretical and practical researches on deepening the reform of the administrative system, vigorously promoted the transformation of government functions, and achieved certain results. The new situation, new environment and new demands have updated the functions of the government. Higher requirements, the transformation of government functions determine the government performance evaluation index system must be improved, but also to build a scientific and reasonable index system put forward some new requirements. With the introduction and development of the performance evaluation, many experts and scholars in our academic circles and local governments at all levels have done a lot of thinking and practice on how to build a scientific and reasonable index system of government performance evaluation, and have achieved certain results. Many places have formed the performance evaluation model and constructed some representative index system. However, there are still some deficiencies in the process of theoretical exploration and practice of constructing the government performance evaluation index system in our country. In general, the performance evaluation index system of our government still has the problem of deviating from the government function. We must take active measures to locate the government function accurately, define the index content and weight, construct the government performance evaluation index system reasonably, guide the government performance evaluation scientifically and guide the government behavior correctly. Starting with the theory of government function and government performance evaluation system, this paper analyzes the relationship between government function and government performance evaluation system, and points out the main functions of government in China. This paper analyzes the function of the government performance evaluation index system in three aspects: construction principle and general framework. Combined with the practice model of the government performance evaluation index system in recent years, the author points out that the most outstanding problem of the government performance evaluation index system is the deviation from the government function. In view of the causes of this outstanding problem, measures should be taken to set up a scientific and reasonable index system of government performance evaluation to promote the transformation of government functions and improve government performance, taking the accurate positioning of government functions as the premise and the public satisfaction as the guidance.
