沧州市新华区马路市场的治理困境与对策研究

【摘要】：近年来,马路市场问题作为城市管理矛盾的突出代表,几度因城管的暴力执法而处于社会舆论的风口浪尖,在全国上下引起关注。然而,马路市场因为种种原因并未得到有效的治理,仍然较为严重地影响着城市的发展和社会的和谐,成为了公共管理的一大难题,也不可避免地成为了推进新型城镇化建设必须要面对的问题。本研究以沧州市新华区为例,在城市管理的范畴内,通过对马路市场的根源、特点、经济关系、社会影响以及公共管理等方面的分析,探寻减少、疏导、化解这一公共管理难题的途径,为公共管理者提供科学的参考,为我国的新型城镇化建设建言献策。全文共分五个部分,先后分析了沧州市新华区马路市场的基本概况、治理马路市场的实践情况和困境,治理困境的归因、对策,最后模拟制定了沧州市新华区治理马路市场的总体方案。特点是从经济、社会、公共管理等各方面对马路市场现象进行比较全面的深入分析,并主要从经济角度为突破口,设计公共管理方案,为治理马路市场提供了一条以疏导、消化为主的治理途径。限于我国目前对治理马路市场尚未出台详细的执法依据,城市管理者的自由量裁权较大,未来治理的方向性也尚不明确。同时,现实依据仅取材于沧州市新华区。这两个因素使本文的政策导向和全面性存在瑕疵。在城市中消除马路市场顽疾是新型城镇化战略必然要面对的问题,是改善城市低收入人群,缩小收入分配差距的突破口之一。解决好这个问题,必将为实现全面建成小康社会战略目标,打下良好基础。
[Abstract]:In recent years, as a prominent representative of the contradiction of urban management, the road market has been at the forefront of public opinion several times because of the violent law enforcement of urban management, which has aroused concern in the whole country. However, the road market has not been effectively managed for various reasons, which still seriously affects the development of the city and social harmony, and has become a major problem of public management. It is also inevitable to promote the construction of new-type urbanization must face the problem. This study takes Cangzhou City Xinhua District as an example, in the scope of urban management, through the analysis of the root causes, characteristics, economic relations, social impact and public management of the road market, to explore the reduction, dredging, and so on. The way to resolve this difficult problem of public management provides scientific reference for public administrators and provides suggestions for the construction of new urbanization in our country. The full text is divided into five parts. It analyzes the basic situation of the road market in Cangzhou City, the practice and predicament of the road market, the attribution of the difficult situation, and the countermeasures. Finally, the simulation of Cangzhou City Xinhua District to control the road market overall plan. It is characterized by a relatively comprehensive and in-depth analysis of the road market phenomenon from the aspects of economy, society and public administration, and the design of a public management plan, mainly from an economic point of view, to provide a guide for managing the road market. A good solution to this problem will surely lay a good foundation for achieving the strategic goal of building a well-off society in an all-round way.
