海南省家庭医生签约服务开展现状及发展建议研究

【摘要】：本文通过查阅2015年海南省卫生年报,分析基层医疗卫生机构的基本情况,并对海南省家庭医生签约服务的实施现状及尚存问题进行剖析。结果显示,海南省家庭医生签约服务存在政府投入经费较少(2015年为116 835.75万元),全科医生数量(1 020名)缺口较大、收入待遇较低(人均工资性收入56 760.80元)、服务能力有待提高,相关政策支持不足,信息化建设薄弱等问题。借鉴我国其他地区开展家庭医生签约服务的经验,提出相应发展建议,包括:建设家庭医生签约服务"1个契约、3项制度"的制度架构;多部门分工合作、协同推进,建立配套制度;分阶段推进社区首诊,完善双向转诊;大力培养全科医生,提升基层医疗卫生服务能力;建立省级医疗卫生健康网络平台;建立科学的评价体系,保障海南省家庭医生签约服务的有效落实。
[Abstract]:By referring to the annual report of Hainan Province in 2015, this paper analyzes the basic situation of primary medical and health institutions, and analyzes the present situation of the implementation of the contract service for family doctors in Hainan Province and the remaining problems. The results show that there are less government investment (1.1683575 billion yuan in 2015), larger gap in the number of general practitioners (1,020) and lower income (56 760.80 yuan per capita wage income) in the contract service for family doctors in Hainan Province, and the service capacity needs to be improved. Related policy support is insufficient, information construction is weak and so on. Based on the experience of other regions in China, this paper puts forward some suggestions for the development of the contract service for family doctors, including the construction of a system of "one contract and three items" for the contract service of family doctors, the division of work and cooperation between departments and departments, and the promotion of cooperation. Establish supporting system; promote community first visit in stages, improve two-way referral; vigorously train general practitioners, enhance the capacity of primary medical and health services; establish a provincial medical and health network platform; establish a scientific evaluation system, To ensure the effective implementation of the contract service for family doctors in Hainan Province.
