非政府公共组织制度创新动力因素及路径探析

【摘要】：现代社会存在着大量的公共事务管理活动,政府虽是这些管理活动的核心主体,但政府从来没有、也不可能提供全部的公共服务和产品。因此,在政府之外需要非政府组织的参与和承当其一部分职能,这样才能实现公共利益的最大化。同时,非政府组织也不是万能的,许多问题也制约着它的发展,所以,非政府组织的制度创新显得迫切和重要。
[Abstract]:There are a large number of public affairs management activities in modern society. Although the government is the core of these management activities, the government has never provided and can not provide all public services and products. Therefore, non-governmental organizations are required to participate and assume part of their functions outside the government in order to maximize the public interest. At the same time, non-governmental organizations are not omnipotent, many problems also restrict its development, so the system innovation of non-governmental organizations is urgent and important.
