政府网络舆情管理存在的问题及对策研究

【摘要】:网络舆情是舆情的重要组成部分,是由个人或者各种社会群体构成的公众借助互联网,对自己关心的或与自身利益紧密相关的各种公共事务本身或者公共事务的掌控者和事项的直接相关者所产生和持有的多种情绪、态度、意愿和意见的总和。随着互联网络技术的快速发展,中国的社会舆论进入“大众麦克风”时代,互联网越来越成为成为思想文化信息的集散地和社会舆论的放大器。网民通过互联网表达利益诉求、曝光社会丑恶行为、监督公权力行使的活动愈发普遍。这一新变化给政府公共管理带来了新挑战。然而传统的政府管理理念、网络舆情管理队伍建设的滞后、网络舆情管理机制的不健全以及管理政策法律的缺失制约着我国政府对网络舆情治理的有效性。 对此,政府不能因噎废食,谈网色变,拒绝“大众麦克风时代”给政府管理方式带来的改变,而应当将网络舆情的发展作为转变政府公共管理方式的新契机,顺应时代的需要,善于、敢于面对新挑战,转变管理理念和工作作风,树立网络舆情全过程管理理念,既关注网络舆情应对处置能力的提升,又要注重完善网络舆情的分析研判和事前预警机制。同时,借鉴国外网络舆情管理的优秀经验,将网络舆情管理纳入法制轨道,既实现了对网民和互联网企业的依法管理,又在一定程度上防止公权力的滥用,为网络舆情管理创建良好的制度和法律环境。建设一支网络舆情管理的专业化队伍,并且通过明确相关责任人职责以及责任追究制度,实现管理队伍的高效运转。应当加大政府信息公开以及主流舆论引导能力,努力提高各级政府网络舆情管理能力,与网名良性互动,让网络舆情成为沟通政府与广大群众的新的纽带,开创互联网时代政府公共管理新局面,继续团结和带领全国各族人民向实现全面小康、建设社会主义和谐社会的更高目标前进。
[Abstract]:Network public opinion is an important part of public opinion, which is made up of individuals or various social groups with the help of the Internet. The sum of various emotions, attitudes, intentions, and opinions generated and held by people who are concerned about or are closely related to various kinds of public affairs themselves or the masters and direct stakeholders of public affairs. With the rapid development of Internet technology, Chinese public opinion has entered the era of "mass microphone", and the Internet has become the center of ideological and cultural information and the amplifier of social public opinion. It is more and more common for Internet users to express their interests, expose social ugliness and supervise the exercise of public power. This new change brings new challenges to the government's public administration. However, the traditional concept of government management, the lagging behind of the construction of network public opinion management team, the unsound management mechanism of network public opinion and the lack of management policies and laws restrict the effectiveness of our government in the governance of network public opinion. In this regard, the government should not waste food for choking, talk about the network color change, reject the change brought to the government management mode by "the era of mass microphone", but should regard the development of the network public opinion as the new opportunity to change the government's public management mode, and conform to the needs of the times. Be good at, dare to face new challenge, change management idea and work style, set up the whole process management idea of network public opinion, not only pay attention to the improvement of network public opinion's ability to deal with, but also should pay attention to perfecting the analysis and judgment of network public opinion and forewarning mechanism in advance. At the same time, drawing lessons from the excellent experience of foreign network public opinion management, bringing the network public opinion management into the legal orbit, it not only realizes the legal management of Internet users and Internet enterprises, but also prevents the abuse of public power to a certain extent. For network public opinion management to create a good system and legal environment. To construct a professional team of network public opinion management, and to realize the efficient operation of the management team by clarifying the responsibility of the responsible person and the accountability system. We should increase the ability of government information disclosure and mainstream public opinion guidance, strive to improve the management ability of government network public opinion at all levels, and make good interaction with network name, so that network public opinion can become a new link between the government and the masses. To create a new situation of government public management in the Internet era and to continue to unite and lead the people of all ethnic groups in the country to achieve an overall well-off society and build a socialist harmonious society ahead of a higher goal.
