昆明经济技术开发区管理体制研究

【摘要】：国家级经济技术开发区自诞生之日起就承担着对外开放的先行者角色,是改革开放的试验田和排头兵,在促进对外开放、优化产业结构、开创体制创新、带动区域发展中做出了巨大的贡献。2000年国务院批准昆明经济技术开发区为国家级经济技术开发区,它是昆明市和云南省集中发展外向型经济的重要基地,在园区建设、招商引资、产业发展、管理创新各方面取得不小的成绩,为推进昆明市乃至云南省的改革开放和现代化建设发挥了重要的作用。随着社会主义市场经济的发展和全方位的对外开放格局的形成,由于发展的需要,昆明经开区进行了资源的整合和地域的扩大,相应的社会事务也变得繁杂,其管理体制矛盾凸显,出现了诸如：经开区管委会行政主体资格难以确认；社会管理服务能力不足,公共服务体系不健全；“条块关系”混乱；各职能部门及驻区部门间职责交叉,协调管理难度大；工作人员自觉性低等问题。本文通过对昆明经开区进行深入地实地调研和访谈,结合当前经开区面临的机遇挑战等新的形势对这些问题进行了深入的分析,然后针对经开区的现实状况和发展需求,以新公共管理理论和多中心治理理论等理论思想为指导,从行政管理体制改革的角度提出了昆明经开区管理体制改革的目标、定位和原则,并得出一些具体的对策：首先要明确经开区管理主体的法律地位,切实推行大部制改革,将大部制改革落到实处,精简完善机构改革方案,简政放权。同时在管理方式的改革上引入新公共管理理念,学习企业先进的管理方法,并充分利用激励机制和竞争机制。最后要重视社区建设,加强居民自治管理,通过培育社会中介组织来减轻经开区管委会机构膨胀和社会管理及公共服务不足等困境,从而构建多元化的管理体制。
[Abstract]:The state-level economic and technological development zones have assumed the role of pioneers in opening up to the outside world since their birth. They are the experimental fields and vanguards of reform and opening up to the outside world. They are promoting opening up, optimizing the industrial structure, and creating institutional innovations. In 2000, the State Council approved Kunming Economic and technological Development Zone as a state-level economic and technological development zone, which is an important base for the centralized development of an export-oriented economy in Kunming City and Yunnan Province. Great achievements have been made in attracting investment, developing industry and innovating management, which has played an important role in promoting the reform and opening up and modernization construction in Kunming and even Yunnan Province. With the development of the socialist market economy and the formation of a comprehensive pattern of opening to the outside world, due to the need of development, the Kunming Economic District has carried out the integration of resources and the expansion of the region, and the corresponding social affairs have become complicated. The contradictions of its management system are highlighted, such as: difficult to confirm the qualifications of administrative subjects by the Administrative Committee of the Development and Development District, insufficient capacity of social management services, unsound public service system, confusion of "relationship between sections and blocks"; It is difficult to coordinate and manage between the functional departments and resident departments, and the staff is not self-conscious and so on. In this paper, through the in-depth field investigation and interview of Kunming Jingkai District, combined with the new situation, such as the opportunities and challenges facing the area, this paper makes an in-depth analysis of these problems, and then aims at the actual situation and the development needs of the area. Under the guidance of the new public management theory and the multi-center governance theory, this paper puts forward the objectives, orientation and principles of the management system reform of Kunming Jingkai District from the perspective of administrative management system reform. Some concrete countermeasures are obtained: first of all, it is necessary to make clear the legal status of the administrative subject in the open area, to carry out the reform of the large department system, to carry out the reform of the large department system, to simplify and perfect the scheme of the reform of the organization, and to simplify the decentralization of power. At the same time, the new public management concept is introduced into the reform of management mode, and the advanced management methods of enterprises are studied, and the incentive mechanism and competition mechanism are fully utilized. Finally, we should pay attention to the community construction, strengthen the residents' autonomous management, and cultivate the social intermediary organizations to alleviate the dilemmas such as the expansion of the organization and the insufficiency of the social management and public service, so as to construct a pluralistic management system.
