大数据背景下地方政府决策转型探析

【摘要】：随着大数据时代的到来以及科学技术的不断发展,大数据已成为一种可被运用于管理科学的社会资源,在公共管理领域中,日益渗透到社会治理、政府决策等活动中。当前,我国地方政府决策中存在缺乏规划性、缺乏参与性、决策成本过高、决策理性无标准以及滥用决策程序等问题,导致决策工作效率低下、忽视公众诉求、影响决策效果。大数据资源的客观性、全面性、易获取性、科学性以及分析技术的高效性可以弥补以上不足,如何运用大数据实现地方政府决策方式转型成为政府管理领域中的方向性问题,它涉及政府管理观念、方式、制度、流程等一系列运行机制的转型,并需保证最终与大数据时代下的社会环境相融合,从而实现地方政府由传统决策向新型决策转变。
[Abstract]:With the coming of big data era and the continuous development of science and technology, big data has become a kind of social resources which can be used in management science. In the field of public administration, it has increasingly penetrated into social governance, government decision-making and other activities. At present, there are some problems such as lack of planning, lack of participation, too high decision cost, lack of standard of decision rationality and abuse of decision procedure in local government decision making in our country, which lead to low efficiency of decision making, neglect of public demand, and influence the effect of decision making. Big data's objectivity, comprehensiveness, easy access, scientific nature and high efficiency of analytical technology can make up for the above shortcomings. How to make up for the above deficiencies by making use of big data to realize the transformation of local government decision-making has become a directional problem in the field of government management. It involves the transformation of a series of operating mechanisms, such as government management concept, mode, system, process and so on, and needs to ensure the integration with the social environment under big data's time, so as to realize the transformation of local government from traditional decision-making to new decision making.
