新公共管理理论视角下湖州师范学院服务地方发展研究

【摘要】：随着社会进入知识经济快速发展时代,地方经济和社会发展对地方高校在科技支持和信息资源方面提出了更多的需求。地方高校面对机遇和挑战,在学科结构、专业设置、服务形式、人才培养模式、管理体制等方面该怎样调整,来增强服务地方能力和自身综合实力,成为现阶段地方高校发挥社会服务职能亟待解决的课题。本文在绪论中介绍了研究背景、国内外研究现状、研究方法和本文创新点。正文部分是新公共管理理论概念阐述,包括新公共管理理论内涵及管理理论对地方高校服务地方工作的借鉴意义;接着探讨地方高校服务地方工作的积极意义并结合湖州师范学院开展服务地方工作实际情况,作为以基础师资教育为主的湖州师范学院开展服务地方工作,由于之前没有任何基础,面对巨大的挑战,通过实地调查和对服务地方项目负责人访谈,阐述了目前湖州师范学院服务地方主要做法及存在的主要问题,并对这些问题做了成因分析,文章运用新公共管理理论,提出了一些具体可行的措施和对策建议,构建一套适合湖州师范学院服务地方发展的工作体系。本文基于新公共管理理论知识提出以下几个观点:强化高校服务地方意识、树立服务地方需求意识、树立主动服务地方意识;引入社会资本、寻找服务地方的突破点;健全高校服务地方运行体制、建立科学的服务地方工作评估体系、有效的激励扶持政策;加强学科专业建设、注重创新能力培养;强化高校服务地方能力、优化调整学校学科专业、完善服务平台建设、拓宽高校服务领域。本文的研究成果,对于地方高校服务地方工作,解决社会发展存在的实际问题,尤其像地方院校有一定推广意义,促进地方高校服务社会职能的进一步拓展,具有一定的理论和实践意义。
[Abstract]:With the rapid development of knowledge economy, the local economic and social development has put forward more demands for the scientific and technological support and information resources of local colleges and universities. In the face of opportunities and challenges, local colleges and universities should adjust their discipline structure, specialty setup, service form, talent training model, management system, etc., in order to enhance their ability to serve local areas and their own comprehensive strength. It has become an urgent task for local colleges and universities to play the social service function. In the introduction, this paper introduces the research background, domestic and foreign research status, research methods and innovative points of this paper. The main body part is the new public management theory concept elaboration, including the new public management theory connotation and the management theory to the local university service local work reference significance; Then it discusses the positive significance of serving local work in local colleges and universities, and combines the actual situation of local service work in Huzhou normal College. As a basic teacher education, Huzhou normal College carries out local service work. Because there was no foundation before, and faced with enormous challenges, through field investigations and interviews with local project leaders, this paper expounds the main practices and problems existing in serving local areas in Huzhou Teachers College. Based on the new public management theory, this paper puts forward some concrete and feasible measures and suggestions, and constructs a set of work system suitable for the local development of Huzhou normal College. Based on the theoretical knowledge of new public management, this paper puts forward the following points of view: strengthening university service local consciousness, setting up service local demand consciousness, establishing initiative service local consciousness, introducing social capital, looking for breakthrough point of serving place; Improve the local operation system of colleges and universities, establish a scientific evaluation system of service local work, effectively encourage and support the policy, strengthen the discipline construction, pay attention to the cultivation of innovative ability, strengthen the service ability of colleges and universities, Optimize and adjust the discipline of the school, perfect the construction of service platform, and broaden the service field of colleges and universities. The research results of this paper are of great significance for the local universities to serve the local work and solve the practical problems existing in the social development, especially for the local colleges and universities to promote the further expansion of the social functions of the local colleges and universities. It has certain theoretical and practical significance.
