民族自治地区少数民族公民政治参与问题研究

【摘要】：众所周知，中国是统一的多民族国家。少数民族自治区域的稳定对于维护国家的和平和统一具有非常重要的意义。民族自治地区少数民族公民的政治参与作为我国公民政治参与的重要组成部分，对于完善少数民族自治区域的各项政策、促进民族工作的健康发展、维护少数民族自治地区的社会稳定具有重要作用。因此，加强对民族自治地区少数民族公民政治参与问题的研究，无论是理论上还是现实中对于维护少数民族自治地区的社会稳定和国家统一都具有重要意义。本文从少数民族公民政治参与入手，研究了在民族区域自治制度下少数民族公民政治参与的情况。引言部分对选题背景、选题研究意义、研究现状、研究内容和方法四个方面做了概述；第二部分，对民族区域自治、政治参与、民族政治参与做了定义界定，对民族区域自治制度和政治参与理论做简要的归纳分析并讨论了民族区域自治制度和政治参与的关系。第三部分，本文以内蒙古自治区西部地区阶梯电价和同网同价听证会为例说明了在民族自治地区公共政策制定过程中少数民族公民政治参与所存在的问题，另外以内蒙古自治区锡林郭勒盟“矿、牧”冲突事件为例说明了公共管理过程中少数民族公民政治参与存在的问题。第四部分，面对已经形成的问题，，本文从民族区域自治制度的不完善、宗教力量的影响、政治参与渠道不畅、经济和教育水平的落后以及民主传统的缺乏几个方面进行归纳总结；第六部分，通过对问题形成原因的探讨得出实现扩大民族自治地区少数民族公民政治参与的对策。
[Abstract]:As we all know, China is a unified and multi-national country. The stability of minority autonomous regions is of great significance to the maintenance of national peace and unity. As an important part of the political participation of Chinese citizens, the political participation of ethnic minority citizens in ethnic autonomous areas has contributed to the improvement of various policies in the autonomous regions of ethnic minorities and to the healthy development of ethnic work. Maintaining social stability in autonomous areas of ethnic minorities plays an important role. Therefore, it is of great significance to strengthen the research on the political participation of ethnic minority citizens in ethnic autonomous areas, both in theory and in practice, to maintain social stability and national unity in autonomous areas of ethnic minorities. Starting from the political participation of ethnic citizens, this paper studies the political participation of ethnic minority citizens under the system of regional autonomy of ethnic minorities. The introduction gives an overview of the background, significance, status, contents and methods of the research. The second part defines the regional autonomy, political participation and political participation of ethnic groups. The relationship between regional national autonomy system and political participation theory is briefly summarized and analyzed. In the third part, the paper illustrates the problems existing in the political participation of minority citizens in the process of making public policy in the autonomous areas by taking the hearing of ladder electricity price and the same price hearing in the western part of Inner Mongolia Autonomous region as an example. In addition, the conflict of "mine and animal husbandry" in Xilin Guolle League of Inner Mongolia Autonomous region is taken as an example to illustrate the problems existing in the political participation of minority citizens in the process of public administration. In the fourth part, in the face of the problems that have already been formed, this article starts with the imperfect system of regional national autonomy, the influence of religious forces, and the lack of channels for political participation. The backwardness of economy and education level and the lack of democratic tradition are summarized in several aspects. The sixth part, through the discussion of the causes of the problems, the countermeasures to expand the political participation of ethnic minority citizens in autonomous areas are obtained.
