济南市服务型政府建设的问题与对策研究

【摘要】：我国最近30多年的发展成就举世瞩目，但我们传统的政府管理体制、模式和管理理念已经越来越不适应社会主义市场经济体制发展要求，学习发达国家政府改革的先进经验，建设一个通过制定公共政策、提供公共服务、改善公共管理、解决公共问题而促进经济社会全面协调可持续发展的服务型政府，正日益成为我国政府改革的主要内容和目标。济南市作为山东省省会城市，近年来一直致力于服务型政府的创建，通过12345热线电话、市政府网站建设等途径，取得了一定成效。本文以济南市创建服务型政府的经验做法为例，希望能够结合济南市的实际情况为服务型政府建设建言献策，帮助决策者设定恰当的目标，选择合适的模式，推动济南市服务型政府建设向前迈进。论文第一部分界定了服务型政府的概念，阐述了服务型政府的价值理念，以及服务型政府建设的理论基础。论文第二部分对我国地方服务型政府建设现状进行了说明，阐述了我国地方政府建设概况，通过对运行状况及存在的主要问题的深刻分析，提出了建设服务型政府的必要性，分析了我国服务型政府建设中存在的问题和服务型政府与管制型政府的区别。论文第三部分以济南市为例，阐述了济南市服务型政府建设的条件，建设服务型政府的经验措施，从发展型政府转型步履维艰、部门间职责分工仍不合理、社会政策缺乏整体规划、公共服务供给的效率和效益未能尽如人意等方面分析了济南市服务型政府建设存在的问题3002论文第四部分提出了推进济南市服务型政府建设的对策建议。先说明了政府重新定位问题，接着提出建设服务型政府的战略途径。一是要树立公民本位新理念。二是要不断振奋精神争先进位。三是要不断增强能力，四是要坚持求真务实服务群众。五是要着力提高公务员素质水平。建设服务型政府是政府转型的必然选择，服务型政府是一种全新的政府理念，也是政府职能分配、机构重组、管理方式方法和行为模式的一次深层次的革命。它从本质上终结了中国数千年来管制政府的传统，也从根本上改变了计划经济时代政府和政府人员的角色定位。服务型政府建设是一项系统工程，牵扯到方方面面的利益，需要完成一次重大调整。因此，我国服务型政府建设面临很多问题和挑战，这些问题既包含来自于群众的意识，又包含体制制度方面，更来自于社会各界的行为习惯。当前我国地方服务型政府建设已经取得了一定程度的进展，但是还要看到，还有很多亟待解决的问题，必须尽快对观念、体制制度等方面进行改革创新，必须改变当前服务型政府建设中的一些模糊和错误认识，加强相关的法制建设，把服务型政府建设的每一步走实。
[Abstract]:The development achievements of our country in the past 30 years and more have attracted worldwide attention. However, our traditional government management system, mode and management concept have become more and more unsuited to the requirements of the development of the socialist market economic system, and we have learned from the advanced experience of government reform in developed countries. Building a service-oriented government that promotes the overall coordinated and sustainable development of economy and society by making public policies, providing public services, improving public administration and solving public problems is increasingly becoming the main content and goal of our government's reform. Jinan, as the capital city of Shandong Province, has been committed to the establishment of service-oriented government in recent years, through the 12345 hotline, the municipal government website construction and other ways, achieved certain results. Taking the experience of establishing service-oriented government in Jinan as an example, this paper hopes to provide advice for the construction of service-oriented government in the light of the actual situation in Jinan, and help decision makers to set appropriate goals and choose the right model. We will push forward the construction of a service-oriented government in Jinan. The first part defines the concept of service-oriented government, expounds the value concept of service-oriented government and the theoretical basis of service-oriented government construction. The second part of the paper explains the current situation of the construction of local service-oriented government in China, expounds the general situation of the construction of local government in China, and puts forward the necessity of building service-oriented government through the profound analysis of the operation situation and the main problems. This paper analyzes the problems existing in the construction of service-oriented government and the difference between service-oriented government and regulatory-oriented government. In the third part, taking Jinan as an example, the paper expounds the conditions of the construction of the service-oriented government in Jinan, the experience and measures of the construction of the service-oriented government, the transformation of the development-oriented government is difficult, and the division of responsibilities between departments is still unreasonable. Lack of overall planning for social policies, This paper analyzes the problems existing in the construction of the service-oriented government in Jinan from the aspects of the efficiency and benefit of the public service supply. 3002 the fourth part of the paper puts forward the countermeasures and suggestions to promote the construction of the service-oriented government in Jinan. This paper first explains the problem of government repositioning, and then puts forward the strategic approach of constructing service-oriented government. Third, we should constantly enhance our ability, and fourth, we must persist in seeking truth and pragmatism to serve the masses. Fifth, efforts should be made to improve the quality of civil servants. Construction of service-oriented government is the inevitable choice of government transformation, service-oriented government is a new concept of government, but also a deep revolution in the distribution of government functions, reorganization of institutions, management methods and behavior model. It essentially ends the tradition of government control in China for thousands of years and fundamentally changes the role of government and government personnel in the planned economy era. The construction of service-oriented government is a systematic project, which involves all aspects of interests and needs a major adjustment. Therefore, the construction of service-oriented government in our country faces many problems and challenges, which include not only the consciousness of the masses, but also the system and system, as well as the behavior habits of all walks of life. At present, some progress has been made in the construction of local service-oriented government in our country, but we must also see that there are still many problems to be solved urgently. We must reform and innovate ideas, systems and systems as soon as possible. It is necessary to change some ambiguity and misunderstandings in the construction of service-oriented government, strengthen the construction of relevant legal system, and carry out every step of the construction of service-oriented government.
