福州市高层次人才政策研究

【摘要】:区域经济的竞争,归根到底是人才尤其是高层次人才的竞争,随着科学技术的日新月异和经济形势的迅猛发展,加大高层次人才建设的工作力度已成为新形势下“党管人才”工作的重中之重。面对中央支持海西建设的历史性机遇,大力推进高层次人才建设,把福州打造成人才向往之城和人才聚集之地,对于构建省会大都市区人才高地,具有十分重要的意义。本文结合近年来福州市高层次人才建设的实践,通过理论分析与实证调研,分析福州市高层次人才政策存在的问题及原因,提出具体的对策和建议,提高高层次人才建设在政策层面上的运用和把握。全文主要内容包括: 第一部分:引言部分。在此,文章介绍了研究的背景及意义、目前研究概况、研究方法与核心内容。 第二部分:高层次人才政策的理论与实践。这一部分介绍了高层次人才政策的有关概念,并结合公共管理的专业理论,运用专业理论指导福州市高层次人才的政策方向。分析国内外高层次人才政策的具体做法,归纳了几点可供参考的高层次人才政策经验。 第三部分:福州市高层次人才政策现状。从福州市的自然、经济、高层次人才队伍基本情况说明开始,介绍了福州市高层次人才的政策举措以及取得的成效。 第四部分:福州市高层次人才政策存在的问题及成因分析。从调查问卷入手,分析福州市高层次人才政策存在的问题,包括政策吸引力不足、落实不到位、配套不足、实施缺乏有效抓手等,并剖析其原因。 第五部分:福州市高层次人才政策优化的实施建议。立足福州市的实际,从强化观念、加大力度、扩大宣传、完善配套、加强引导这五个方面提出实施建议。
[Abstract]:The competition of regional economy, in the final analysis, is the competition of talents, especially high-level talents. With the rapid development of science and technology and the rapid development of economic situation, Strengthening the construction of high-level talents has become the most important task of the Party's management of talents under the new situation. Facing the historic opportunity for the central government to support the construction of Hercynian, it is of great significance to promote the construction of high-level talents and to make Fuzhou a city for talents and a place for gathering talents, which is of great significance to the construction of talent highlands in the provincial capital metropolitan area. Based on the practice of high-level talent construction in Fuzhou in recent years, this paper, through theoretical analysis and empirical investigation, analyzes the problems and causes of Fuzhou's high-level talent policy, and puts forward specific countermeasures and suggestions. Improve the use and grasp of the construction of high-level talents at the policy level. The main contents of this paper are as follows: the first part: introduction. In this paper, the background and significance of the research, current research situation, research methods and core content are introduced. The second part: the theory and practice of high-level talent policy. This part introduces the concept of high-level talent policy and combines the professional theory of public management to guide the policy direction of high-level talents in Fuzhou. This paper analyzes the concrete practice of high-level talent policy at home and abroad, and sums up some experiences of high-level talent policy for reference. The third part: Fuzhou high-level talent policy present situation. Starting with the explanation of the nature, economy and high-level talents in Fuzhou, this paper introduces the policy measures and achievements of the high-level talents in Fuzhou. The fourth part: Fuzhou high-level talent policy problems and causes analysis. Based on the questionnaire, this paper analyzes the problems existing in Fuzhou's high-level talent policy, including the lack of policy attraction, the lack of implementation, the lack of effective implementation and so on, and analyzes its reasons. The fifth part: Fuzhou City high-level talent policy optimization implementation suggestion. Based on the reality of Fuzhou City, this paper puts forward some suggestions from five aspects: strengthening the concept, strengthening the strength, expanding the propaganda, perfecting the matching set, and strengthening the guidance.
