上海市公务员激励机制研究

【摘要】:当今社会发展迅速,信息更新的速度更是无法比拟,各国的经济形态和政府的管理体制都在发生改变。人们对政府的需求与期望日益增加,这也意味着政府扮演的角色越来越为人们所重视。公务员,作为政府机关的工作人员,他们在公共管理的地位以及作用无可替代。激励是激励主体为实现组织目标,运用一定方法,促使激励客体更加主动地采取行动的过程。近年来,政府改革一直是公共管理中的重要问题,而提高公务员行政效率是改革目标之一。要提高公务员的行政效率,就必须改革其行政方式。公务员激励机制的完善不仅可以提高公务员的工作积极性,改善公务员的行政方式,,而且可以在一定程度上防止行政权力异化。 作为中国内地经济最发达得地区——上海,无论是经济、政治、文化还是其他方面,都备受瞩目。上海市公务员,他们是上海市政府代言人,从全球角度来讲,他们代表着中国政府。他们的工作方式和行政效率受到众人的关注。近年来,上海市政府采取了一系列激励措施,旨在提高公务员行政效率,取得了一定的成效,但仍然存在一些有待改进的地方。因此,本文采用实证研究和文献研究相结合的方法对上海市公务员激励机制进行研究。主要内容包括:首先,介绍本文的选题背景和意义、激励机制研究综述、本文框架和研究方法。其次,基本概念的界定、激励理论的梳理和我国公务员激励机制发展历程的介绍。再次,阐述本文的实证研究设计与实证分析(本文的重点部分)。最后,本文在实证研究的基础上,结合目前已有的相关公务员激励机制的研究以及企业人力资源激励方面的优秀成果,总结重要问题并提出一些完善建议。
[Abstract]:Nowadays, with the rapid development of society, the speed of information updating is unparalleled, and the economic form and government management system of various countries are changing. The increasing demands and expectations of the government mean that the role of the government is becoming more and more important. Civil servants, as staff of government agencies, have no substitute for their position and role in public administration. Motivation is the process of motivating the subject to take action more actively in order to achieve the organizational goal. In recent years, government reform has been an important issue in public administration, and improving the administrative efficiency of civil servants is one of the objectives of the reform. To improve the administrative efficiency of civil servants, we must reform their administrative methods. The improvement of the incentive mechanism of civil servants can not only improve the enthusiasm of civil servants, improve the administrative mode of civil servants, but also prevent the alienation of administrative power to a certain extent. Shanghai, the most developed region in mainland China, has attracted much attention in economic, political, cultural and other fields. Shanghai civil servants, who are the spokesmen of the Shanghai government, represent the Chinese government from a global point of view. The way they work and the efficiency of their administration are of great concern. In recent years, the Shanghai Municipal Government has adopted a series of incentives aimed at improving the administrative efficiency of civil servants, and has achieved certain results, but there are still some areas to be improved. Therefore, this paper combines empirical research with literature research to study the incentive mechanism of Shanghai civil servants. The main contents include: first, introduce the background and significance of this paper, incentive mechanism research review, this framework and research methods. Secondly, the definition of basic concept, the combing of incentive theory and the introduction of the development of civil servant incentive mechanism in China. Thirdly, this paper expounds the empirical research design and empirical analysis (the key part of this paper). Finally, on the basis of empirical research, combining with the existing research on the incentive mechanism of civil servants and the outstanding achievements of human resources incentive, this paper summarizes the important problems and puts forward some suggestions.
