新时期农村基层干部素质培养的研究

【摘要】:改革开放三十多年来,伴随社会经济的持续快速发展,和社会城市化、工业化的飞快推进。[1]我国广大的农村社会结构也在发生迅速而重大变化,在进一步突破传统的城乡二元结构的束缚,加快城镇化进程全面建成小康社会的新形势下,新时期农村建设的重要地位不言而喻。我们要看到现在社会正处在转型期,社会的深层次矛盾普遍突显出来,同时改革也已经进入深水区。对于各个领域中那些不合理的机制体制,还需进行全面深化的改革。这些都给政府的公共管理带来新的挑战,,当然也包括农村基层的管理。农村基层干部素质的高低是关乎到国家对农村建设发展的方针政策能否得到及时合理切实有效落实的重要保障,同时也是关系到在新时期中农村建设是否会不断发展的重要基础。从一定角度上来说在很大程度上决定着新时期农村建设能否顺利开展并取得一定的成果。因此,高度重视并努力提高农村基层干部的素质在新时期农村的发展中具有十分重大的现实意义。本文正是基于对农村基层干部素质提高的这一新历史时期的要求,从以下六部分加以论述的。 第一部分:绪论主要介绍了选题的背景,简单阐述了该题目的国内国外研究现状、意义以及研究方法等。 第二部分:重点是界定相关的研究概念和本论文主要内容研究的理论依据。 第三部分:针对新时期农村公共管理的特点和对的实际要求出发。从提高农村基层干部素质是其主体发展的需要和提高农村基层干部素质是客体发展的需要两方面来论述农村基层干部素质培养的必要性。 第四部分:对现阶段农村基层干部的素质问题,从能力素质弱化,文化程度偏低等六方面进行了阐述,进而分析了这些问题产生的原因。 第五部分:是论述农村基层干部素质培养的内容,主要从加强思想政治素质的培养,2加强文化素质的培养,加强能力素质的培养三方面进行阐述。 第六部分通过对新时期农村基层干部存在的问题进行深入细致的分析后,逐步剖析问题的主要矛盾和次要矛盾,并抓住了问题的几个主要原因,提出了提高新时期农村基层干部素质的对策。
[Abstract]:After more than 30 years of reform and opening up, along with the sustained and rapid development of social economy, and the rapid development of social urbanization and industrialization. [1] the vast rural social structure of our country is also undergoing rapid and significant changes. Under the new situation of breaking through the bondage of the traditional urban-rural dual structure and speeding up the process of urbanization to build a well-off society in an all-round way, the important position of rural construction in the new period is self-evident. We should see that the society is in a period of transition, the deep-seated contradictions of the society are generally highlighted, and the reform has entered the deep water area. There is still a need for thorough reform of the irrational institutional system in various fields. These all bring new challenges to the government's public administration, including rural grassroots management, of course. The quality of rural grassroots cadres is an important guarantee for the timely, reasonable and effective implementation of the state's policies and principles for the development of rural construction. At the same time, it is also an important basis for the development of rural construction in the new period. From a certain point of view, to a large extent, rural construction in the new period can be carried out smoothly and achieve certain results. Therefore, it is of great practical significance to attach great importance to and strive to improve the quality of rural grassroots cadres in the development of rural areas in the new period. Based on the requirements of the new historical period of improving the quality of rural grassroots cadres, this paper discusses from the following six parts. The first part: the introduction mainly introduces the background of the topic, briefly describes the domestic and foreign research status, significance and research methods of the topic. The second part focuses on the definition of related concepts and the theoretical basis of the main content of this paper. The third part: according to the characteristics of rural public management and the actual requirements of the new period. This paper discusses the necessity of cultivating the quality of rural grassroots cadres from two aspects: improving the quality of rural grassroots cadres is the need of its main body development and improving the quality of rural grassroots cadres is the need of object development. In the fourth part, the author expounds the quality problems of the rural grassroots cadres from six aspects, such as the weakening of the ability and the low level of education, and then analyzes the causes of these problems. The fifth part discusses the content of rural grassroots cadres' quality cultivation, mainly from three aspects: strengthening the cultivation of ideological and political quality, strengthening the cultivation of cultural quality and strengthening the cultivation of ability quality. In the sixth part, after deeply and meticulously analyzing the problems existing in the rural grassroots cadres in the new period, the principal and secondary contradictions of the problems are analyzed step by step, and the main causes of the problems are grasped. The countermeasures to improve the quality of rural grassroots cadres in the new period are put forward.
