政府内部知识共享的现状、问题及解决对策
[Abstract]:Under the background of knowledge explosion era, the decision-making environment of government is more and more complex. The practice of public management activities within the government shows that knowledge has become the most competitive core resource of the organization, and knowledge management has begun to rise to the stage of history. And the important link and soul factor, knowledge sharing, also stands on the central stage of public management at the present stage. In foreign countries, whether in the private sector or in the public sector, the implementation of internal knowledge sharing has achieved certain development results, but the domestic implementation of knowledge sharing within the government has not kept up with the pace of international development. Lack of some effective implementation strategies, so there is still considerable room for improvement of knowledge sharing within the government. This paper discusses the present situation, problems and solutions of knowledge sharing in government. First of all, starting with the concept and connotation of knowledge and knowledge sharing, the author arranges the categories of knowledge required by the government, and divides the levels of knowledge sharing into three levels, which are macro, meso and micro. No matter in which level, the knowledge sharing within the government is an important means to improve the level of public service and the efficiency of public management, so it is imperative to share knowledge within the government in the present period. Secondly, after summing up the status quo of knowledge sharing implementation, it is found that although some progress has been made in knowledge sharing within the government, there are still many obstacles and difficulties in its implementation. It can be summed up as organizational structure, institutional environment, sharing mode and technical input. Only by removing these obstacles and difficulties can the implementation of knowledge sharing within the government be carried out smoothly. Finally, this paper summarizes the successful experience in the implementation of knowledge sharing within the United States and the United Kingdom, and combines these experiences, aiming at the implementation situation of our country at this stage, corresponding to the three levels of knowledge sharing to improve the sharing model, and at the same time, from the organizational structure. The system environment and the other three aspects of technology, put forward the solution to the related problems. I hope that through the study of the present situation, problems and solutions of knowledge sharing within the government, we can really promote the knowledge sharing and knowledge innovation within the government, so as to realize the situation of everyone participating in the sharing and the state system supporting it. Increase the effective knowledge resources within the government, improve the public service level of the government as a whole.
