我国民主行政与公民有序参与

【摘要】：民主行政为现代政府为适应社会环境的变化而设计的一种公共行政模式,是一种将行政权力与利益分散给全体公民,公民有效参与政府治理活动的的行政模式。行政民主化要求政府向公民负责,其行为以实现公民的公共利益为目的,公民可以通过各种途径靠其自身力量影响政府决策和行为,公民和政府之间是合作与信任关系。公民作为国家的主人,对政府公共事务有知情权和表达权,公民要求参与到政府事务中,实现民主权利。 公民有序参与是推进行政民主化的核心内容和有效路径。在我国,社会主义市场经济发展日益成熟完善,经济体制的顺利推进,要求行政民主化。通过公民个人直接参与公共事务,对公共事务具备话语权与影响力,推动民主行政成为政府公共治理的主要方式。本文在研究民主行政和公民参与概念和基本理论的基础上,研究了民主行政与公民参与之间的关系,以及在我国的实际状况和原因进行分析,最后从政府、公民和社会环境三方面详尽阐述了实现公民参与,推进民主行政的具体路径。本文的主要内容分为五个部分： 引言部分就论文的研究背景和意义、国内外研究综述、论文的研究方法和思路进行了简要的阐述。 第一部分对民主行政和公民参与的相关概念进行了详细阐述,在总结国内外学者对相关概念的认识,提出自己对民主行政与公民参与概念的理解。 第二部分主要对民主行政与公民有序参与的理论基础及二者的关系进行了分析,首先从新公共行政学派、新公共管理学派、新公共服务学派阐述了民主行政的理论演变过程,阐述了公民参与的理论基础——社会契约论、社群共同体、治理理论、集体行动、第三条道路。接着提出公民有序参与是民主行政的内在要求,民主行政的发展是推进和扩大公民有序参与的保证。 第三部分分析了我国民主行政与公民有序参与的现状,对我国民主行政的发展历程,对民主行政中公民有序参与的发展现状、具体形式进行了列项阐述。 第四部分在明确现状的基础上,就我国民主行政发展过程中及公民参与存在的问题进行了分析,并针对提出的问题进行了原因分析。 最后一部分是本文的核心内容,结合中国现实,从政府、公民、社会环境三方面详细阐述了推进民主行政,实现公民有序参与的具体路径。在政府方面,应该在建立健全公民参与相关制度和转变公共行政观念上下功夫；对公民个人来讲,需要培养自身主动参与精神,提升民主参与素质与能力；社会环境的构建方面,应该积极培育公民社会和政治文化,营造有序参与氛围,加强对现代技术的应用,重视网络媒体的作用。政府、公民与社会组织之间的合作成为我国有效的公共事务管理途径。
[Abstract]:Democratic administration is a kind of public administration mode designed for modern government to adapt to the change of social environment. It is an administrative mode that distributes administrative power and interests to all citizens and citizens participate in government governance activities effectively. The democratization of administration requires the government to be responsible to the citizens, whose behavior is to realize the public interests of the citizens. Citizens can influence government decisions and behaviors by various means, and there is a relationship of cooperation and trust between the citizens and the government. Citizens, as the masters of the country, have the right to know and express the public affairs of the government, and citizens request to participate in the government affairs and realize the democratic rights. Citizen's orderly participation is the core content and effective way to promote administrative democratization. In our country, the development of socialist market economy is maturing and perfecting day by day, and the smooth advance of economic system requires the democratization of administration. Through the citizen participating in the public affairs directly, the citizen has the right and influence to the public affairs, and promotes the democratic administration to become the main way of the government's public administration. On the basis of studying the concept and basic theory of democratic administration and citizen participation, this paper studies the relationship between democratic administration and citizen participation, as well as the actual situation and reasons in our country. Three aspects of citizen and social environment elaborate the concrete path of realizing citizen participation and promoting democratic administration. The main content of this paper is divided into five parts: the introduction part of the research background and significance of the paper, domestic and foreign research review, research methods and ideas of the paper are briefly described. In the first part, the related concepts of democratic administration and citizen participation are expounded in detail, and the understanding of democratic administration and citizen participation is put forward after summarizing the understanding of the relevant concepts by scholars at home and abroad. The second part mainly analyzes the theoretical basis and the relationship between democratic administration and orderly participation of citizens. Firstly, it expounds the theoretical evolution process of democratic administration from the new school of public administration, the school of new public administration and the school of new public service. This paper expounds the theoretical basis of citizen participation-social contract theory, community, governance theory, collective action, the third way. Then, the author points out that orderly participation of citizens is the inherent requirement of democratic administration, and the development of democratic administration is the guarantee to promote and expand orderly participation of citizens. The third part analyzes the present situation of democratic administration and citizen's orderly participation in our country, expounds the development course of our country's democratic administration, the present situation and concrete form of citizen's orderly participation in democratic administration. The fourth part analyzes the problems existing in the process of democratic administrative development and citizen participation on the basis of clarifying the present situation, and analyzes the reasons for the problems raised. The last part is the core content of this paper, combined with the reality of China, from the government, citizens, social environment three aspects of the detailed elaboration of the promotion of democratic administration, the realization of orderly participation of citizens in the specific path. In the aspect of government, we should make great efforts to establish and perfect the system of citizen participation and change the concept of public administration, for individual citizens, we should cultivate their own spirit of active participation and improve the quality and ability of democratic participation. In the construction of social environment, we should actively cultivate civil society and political culture, create an orderly atmosphere of participation, strengthen the application of modern technology, and attach importance to the role of network media. Cooperation between government, citizens and social organizations has become an effective way to manage public affairs in China.
