深圳市出口食品安全管理问题研究

【摘要】:民以食为天,食以安为先。当前,食品安全越来越受到世界各国的重视,它已经超越了公共卫生的概念,已经成为公共安全领域的一个焦点话题,任何一个负责任的政府,都十分重视本国的食品安全问题。从上世纪末至今,随着经济全球化,食品贸易已成为国际贸易的重要组成部分,世界食品贸易规模增长迅速,中国作为食品出口贸易大国,每年向全世界各个国家地区输出的食品数量巨大。 07年全球经济危机爆发后,保护主义在各国重新浮出水面,各国尤其是欧美发达国家逐渐提高了其国内食品安全的检测标准,加之我国连续发生了许多起食品安全事故,这些因素的累积,极大的阻碍了我国的出口食品贸易。给我国出口食品行业造成了重大的经济损失,严重损害中国产品在国际市场上的声誉,也影响了中国国家形象。加强食品监管,保障食品安全,维护国外消费者健康及正常的出口食品贸易秩序,是每个检验检疫人不容推辞的责任。 本文简要概述了我国出口食品安全的现状及监管体系的情况,以食品安全相关理论为出发点,以广义的食品安全角度解读出口食品安全的特殊要求,结合深圳市出口食品的现状,从当今世界消费潮流趋势、国际贸易壁垒的影响、各国对进口食品监管的加强、深圳市食品安全的法律体系、标准体系、检测体系、生产方式中存在的诸多问题来分析影响我国食品出口的原因;通过运用公共管理知识,以深圳市出口食品现状为例,对我国出口食品安全存在的问题及原因进行分析。研究食品安全法律体系,检验模式,标准体系等方面,与欧美国家存在的差距。并借鉴发达国家的先进理念,结合本文作者在实际工作中的体会和总结,在加强对HACCP体系的学习、借鉴发达国家食品安全的法律体系与监管机制的基础上,结合WTO框架下《农业协议》、《技术性贸易壁垒协议》、以及《实施动植物卫生检疫措施协议》的相关规定,参照最新出台的《食品安全法》,为保障出口食品的安全,健全监管体系,从社会、企业、监管部门三个方面出发提出了若干建议。主要包括,大力发展绿色产业;整合食品安全法律体系、加大惩处力度;通过统一食品生产标准体系、积极参与ISO等国际标准修订的方式加强食品生产标准化建设;通过完善出口食品企业市场准入制度、健全我国出口食品风险分析制度、建立出口食品风险预警及信息发布制度、完善出口食品检验检测制度来保证我国出口食品监管体系的完善。
[Abstract]:The people take food as the day, and food takes peace as the first. At present, food safety has been paid more and more attention to by all countries in the world. It has gone beyond the concept of public health and has become a focal topic in the field of public safety, any responsible government. All attach great importance to the food safety problems in our country. Since the end of the last century, with the economic globalization, food trade has become an important part of international trade. The scale of world food trade has increased rapidly. The amount of food exported to various countries and regions of the world is huge every year. After the global economic crisis broke out in 2007, protectionism resurfaced in various countries. Countries, especially developed countries in Europe and the United States, gradually raised their domestic food safety detection standards. In addition, many food safety accidents occurred in China. The accumulation of these factors has greatly hindered our country's export food trade. It has caused great economic losses to China's export food industry, seriously damaged the reputation of Chinese products in the international market, and also affected China's national image. It is the responsibility of every inspection and quarantine person to strengthen food supervision, ensure food safety, and safeguard the health of foreign consumers and the normal order of export food trade. In this paper, the current situation of China's export food safety and the situation of its supervision system are briefly summarized, and the special requirements of export food safety are interpreted from the perspective of food safety in a broad sense, starting from the theory of food safety, and taking the theory of food safety as the starting point. Considering the current situation of Shenzhen's food exports, from the current trend of world consumption, the influence of international trade barriers, the strengthening of national supervision over imported food, the legal system, the standard system, and the testing system of food safety in Shenzhen, Many problems existing in the mode of production to analyze the reasons that affect the food export of our country; By using the knowledge of public administration, this paper analyzes the problems and causes of food export safety in Shenzhen by taking the present situation of food export in Shenzhen as an example. To study the gap between European and American countries in food safety legal system, inspection model, standard system and so on. And draw lessons from the advanced ideas of developed countries, combined with the author's experience and summary in practical work, on the basis of strengthening the study of the HACCP system and drawing lessons from the food safety legal system and regulatory mechanism of developed countries. In the light of the relevant provisions of the Agreement on Agriculture under the Framework of WTO, the Agreement on Technical barriers to Trade, and the Agreement on the implementation of Sanitary and Quarantine measures of Animals and plants, and with reference to the newly promulgated Food Safety Law, in order to ensure the safety of food for export, A sound regulatory system, from the social, corporate, regulatory departments three aspects of the recommendations. It mainly includes developing green industry, integrating food safety law system, increasing punishment, strengthening food production standardization construction by unifying food production standard system and actively participating in the revision of international standards such as ISO. Through perfecting the market access system of export food enterprises, perfecting the risk analysis system of China's export food, and establishing a system of warning and information dissemination of export food risks, Improve the export food inspection and inspection system to ensure the perfection of China's export food regulatory system.
