城乡一体化背景下长沙县乡镇管理引入城市管理经验研究

【摘要】：当前长沙县城区城市管理已经相对完善和规范,管理体制比较成熟。而乡镇与城市相比,管理还比较薄弱,在基础设施、公共服务设施及社会公共事务管理等方面还面临着许多的难题。乡镇特定的区域特点和风格,决定着乡镇的管理存在复杂性。而经济的飞速发展,城市化进程的不断加快,乡镇经济在增长,乡镇规模在扩大,人民生活水平在提高,像城市居民一样,集镇居民也开始对生活环境和物质条件提出更高层次的需求,相对滞后的乡镇管理不能满足人们的需求,乡镇管理引入城市管理经验便成为解决这一问题的重要途径。本文以长沙县现有的城市管理体制以及乡镇管理举措、取得的成效、存在的问题、解决的对策为研究的对象。通过走访本县部分乡镇城管办及乡镇城管执法中队,了解乡镇管理引入城市管理经验取得的成效、存在的问题及解决的思路；通过互联网了解国内其它地区及国外乡镇管理的经验,总结存在的不足；翻阅文献资料,详细了解乡镇管理引入城市管理经验方面的内容。力求从提高乡镇政府的管理能力、完善乡镇管理职能、加强乡镇基础设施建设、制定乡镇管理实施办法或措施、结合本地实际,探索管理新模式等方面探讨乡镇管理工作的创新举措,以适应城乡一体化的要求,实现城市管理的城乡对接,进而提升乡镇管理水平。本文以长沙县城市管理现状为基础,结合国内外乡镇管理引入城市管理经验的做法,对选题背景和意义、国内外研究现状以及研究内容及方法进行分析,并对城乡统筹理论、新公共管理理论、治理与善治理论、社会正义理论进行了详细阐述。结合实际分析了城乡一体化背景下长沙县乡镇管理引入城市管理经验的现状,深入探讨了乡镇管理引入城市管理经验的缘起和进展,对乡镇管理引入城市管理经验产生的背景、取得的成果、发展的方向进行深入研究。挖掘了乡镇管理引入城市管理经验过程中存在的问题,提出乡镇管理引入城市管理经验改进的对策建议。
[Abstract]:At present, Changsha urban area management has been relatively perfect and standardized, the management system is relatively mature. Compared with the city, the township is still relatively weak in management, in infrastructure, public service facilities and social public affairs management and other aspects are still facing a lot of difficulties. The specific regional characteristics and style of the township determine the complexity of the management of the township. With the rapid development of the economy and the acceleration of the urbanization process, the township economy is growing, the township scale is expanding, and the people's living standards are improving, just like the urban residents. Market residents also began to put forward a higher level of demand for the living environment and material conditions. The relatively backward township management can not meet the needs of people. The introduction of urban management experience into township management has become an important way to solve this problem. This paper focuses on the existing urban management system and township management measures in Changsha County, as well as the achievements, existing problems and countermeasures. By visiting some township urban management offices and township urban management law enforcement teams in this county, we can find out the results, problems and solutions of town management introduced into urban management experience. Through the Internet to understand the experience of other domestic and foreign township management, sum up the shortcomings, read the literature, detailed understanding of township management into the urban management experience of the content. In order to improve the management ability of the township government, improve the management function of the township, strengthen the infrastructure construction of the township, formulate the measures or measures for the implementation of the township management, and combine with the local reality, In order to meet the needs of the integration of urban and rural areas, to realize the urban-rural connection of urban and rural management, and to improve the level of township management, the paper probes into the innovative measures of township management from the aspects of new management mode and so on. Based on the present situation of urban management in Changsha County and the practice of introducing urban management experience into township management at home and abroad, this paper analyzes the background and significance of the topic, the current research situation at home and abroad, the contents and methods of the research, and the theory of urban and rural planning. New public management theory, governance and good governance theory, social justice theory is elaborated in detail. This paper analyzes the present situation of introducing urban management experience into township management in Changsha county under the background of urban-rural integration, probes into the origin and progress of town management introducing urban management experience, and discusses the background of introducing urban management experience into township management. The results achieved and the direction of development are studied in depth. This paper excavates the problems existing in the process of introducing urban management experience into township management, and puts forward some countermeasures and suggestions for the improvement of town management introducing urban management experience.
